Gifting to people with contributions to the revolution in Vietnam on the occasion of Lunar New Year in 2025
On November 27, 2024, the President of Vietnam issued Decision 1301/QD-CTN in 2024 Download regarding gifting to people with contributions to the revolution on the occasion of Lunar New Year in 2025.
The levels of gifts for people with contributions to the revolution on the occasion of Lunar New Year in 2025 are as follows:
[1] Gift Level 600,000 VND
- People with contributions to the revolution:
+ Individuals who engaged in revolutionary activities before January 01, 1945 and are currently receiving monthly preferential allowances.
+ Individuals who engaged in revolutionary activities from January 01, 1945 until the August Revolution and are currently receiving monthly preferential allowances.
+ Vietnamese Heroic Mothers currently receiving monthly preferential allowances.
+ Heroes of the People's Armed Forces, Labor Heroes in the resistance period currently receiving monthly preferential allowances.
+ War invalids, individuals receiving policies like invalids, Class B invalids, sick soldiers with a body injury rate of 81% or more currently receiving monthly preferential allowances.
+ Individuals involved in the resistance suffering from toxic chemical exposure with a body injury rate of 81% or more currently receiving monthly preferential allowances.
+ Individuals who assisted the revolution currently receiving monthly caregiving allowances.
- Relatives of martyrs receiving monthly caregiving allowances; relatives of two or more martyrs receiving monthly death allowances.
[2] Gift Level 300,000 VND
- People with contributions to the revolution:
+ War invalids, individuals receiving policies like invalids, Class B invalids, sick soldiers with a body injury rate of up to 80% currently receiving monthly preferential allowances. Invalids receiving labor loss policies.
+ Individuals involved in the resistance suffering from toxic chemical exposure with a body injury rate of up to 80% currently receiving monthly preferential allowances.
+ Individuals who engaged in revolutionary activities, resistance, national defense, or international duties and were imprisoned or exiled by the enemy currently receiving monthly preferential allowances.
+ Individuals who assisted the revolution currently receiving monthly preferential allowances.
- Representatives of martyrs' relatives.
- Persons worshiping martyrs (in cases where the martyrs have no relatives).

Who are people with contributions to the revolution in Vietnam?
Based on Article 3 of the Ordinance on Preferential Treatment for People with Contributions to the Revolution 2020 on the subjects entitled to preferential policies for people with contributions to the revolution:
Article 3. Subjects entitled to preferential policies for people with contributions to the revolution
1. People with contributions to the revolution include:
a) Individuals who engaged in revolutionary activities before January 01, 1945;
b) Individuals who engaged in revolutionary activities from January 01, 1945 until the August Revolution;
c) Martyrs;
d) Vietnamese Heroic Mothers;
dd) Heroes of the People's Armed Forces;
e) Labor Heroes in the resistance period;

Thus, people with contributions to the revolution include the following subjects:
- Individuals who engaged in revolutionary activities before January 01, 1945
- Individuals who engaged in revolutionary activities from January 01, 1945 until the August Revolution
- Martyrs
- Vietnamese Heroic Mothers
- Heroes of the People's Armed Forces
- Labor Heroes in the resistance period
- War invalids, including Class B invalids recognized before December 31, 1993; individuals receiving policies similar to invalids
- Sick soldiers
- Individuals involved in the resistance suffering from toxic chemical exposure
- Individuals who engaged in revolutionary activities, resistance, national defense, or international duties and were imprisoned or exiled
- Individuals involved in the resistance for national liberation, national defense, and international duties
- Individuals who assisted the revolution
What are preferential policies for people with contributions to the revolution in Vietnam?
Based on Article 5 of the Ordinance on Preferential Treatment for People with Contributions to the Revolution 2020, people with contributions to the revolution receive the following preferential policies:
- Monthly allowance, monthly stipend, one-time allowance
- Other preferential policies include:
+ Health insurance
+ Convalescence and rehabilitation
+ Provision of auxiliary aids, orthopedic instruments, necessary tools for rehabilitation as prescribed by rehabilitation facilities affiliated with the labor, invalids, and social affairs sector or hospitals from provincial level and above
+ Priority in admission and employment
+ Support to study up to university level at educational institutions within the national education system
+ Housing improvement support based on each individual's contribution and circumstances or when facing housing difficulties
+ Exemption or reduction of land levy when allocated homestead land by the State, changing land use purpose to homestead land, recognition of homestead land use rights, when purchasing state-owned housing
+ Priority in allocation or lease of land, water surface, sea surface; preference in contracting for forest protection and development
+ Preferential loans for production and business
+ Exemption or reduction of taxes as stipulated by law
