Financial Sources for Ensuring Rescue and Salvage Operations of the Fire Prevention and Fighting Force:

In Article 37 of Decree 83/2017/ND-CP, there are regulations on financial sources for ensuring rescue and salvage operations of the fire prevention and fighting force as follows:

- The financial sources for ensuring rescue and salvage operations include:

+ State budget;

+ Revenue from contracts or salvage agreements with organizations or individuals owning assets and means of transportation that need salvage according to legal regulations;

+ Compensation from insurance agencies; payments from organizations, individuals, and other sources of revenue according to legal regulations;

+ Sponsorships, support, and aids from the Government of Vietnam, other countries, foreign organizations, individuals, and voluntary contributions from domestic organizations and individuals for rescue and salvage activities.

- The state encourages and creates favorable conditions for domestic and foreign organizations and individuals to voluntarily contribute manpower, funds, means, and assets for rescue and salvage operations.

- The management of funds from the state budget is carried out in accordance with the provisions of the Law on State Budget, the Law on Public Investment, and guiding documents.

Funds for Rescue and Salvage Operations

- The funds for the rescue and salvage operations of the fire prevention, fighting, and salvage force include:

+ Investment expenditures include: Expenditures on basic construction investment; expenditures on procurement of means, equipment for rescue and salvage, and technical facilities serving rescue and salvage operations;

+ Operational expenditures include: Expenditures for the activities and maintenance of the regular operations of the rescue and salvage forces; expenditures for training, fostering, and instructing the rescue and salvage forces; expenditures on implementing emergent tasks relating to rescue and salvage activities; expenditures on supporting organizations and individuals participating in rescue and salvage operations who suffer damages due to objective causes; expenditures for the propagation and dissemination of law education on rescue and salvage operations.

- Agencies and organizations not benefiting from the state budget; households, individuals, and foreign organizations located in the territory of Vietnam are to ensure funds for their own rescue and salvage activities.
