From September 15, 2023, will voluntary blood donors be paid 180,000 VND/unit of blood with a volume of 450ml in Vietnam?
In Clause 4, Article 4 of Circular 15/2023/TT-BYT, there are regulations on spending levels for voluntary blood donors without taking money as follows:
4. Expenses for voluntary blood donors without money:
a) Voluntary whole blood donors can choose to receive gifts in kind or by medical examination and treatment services with a minimum value as follows:
- One unit of blood volume 250 ml: 100,000 VND;
- A unit of blood with a volume of 350 ml: 150,000 VND;
- One unit of blood volume 450 ml: 180,000 VND.
b) Donors who volunteer to separate blood components can choose to receive gifts in kind or medical examination and treatment services with the minimum value as follows:
- One unit of preparation with volume from 250 to 400 ml: 150,000 VND;
- A unit of preparation with a volume from over 400 to 500 ml: 200,000 VND;
- One unit of preparation with the volume from over 500 to 650 ml: 250,000 VND.
c) Travel expenses for voluntary blood donors: The maximum average cost is 50,000 VND/person/time of blood donation.
d) Instructions for spending gifts with medical examination and treatment services:
In case of spending gifts with medical examination and treatment services, the head of the blood-receiving unit is responsible for publicizing the list of services and the price of each service for the blood donor to choose according to the following principles:
- The total price of the services must be equivalent to the level of gift spending specified at Points a and b, Clause 4 of this Article;
- In case the total price of the services selected by the blood donor is lower than that of gifts specified at Points a and b, Clause 4 of this Article, the blood-receiving unit is entitled to additionally collect the difference between the total price of the services selected by the blood donor and the cost of the gift received, and is responsible for explaining it publicly for the blood donor to understand and implement;
- In case the total price of the services selected by the blood donor is higher than the cost of gifts specified at Points a and b, Clause 4 of this Article: The blood-receiving unit is entitled to additionally collect the difference between the total prices of the The service that the blood donor chooses at the cost of the gift received and is responsible for explaining it publicly for the blood donor to understand and implement. In case the excess cost of the services selected by the blood donor does not exceed 10% of the amount of money received for gifts, the head of the blood-receiving unit may decide to use the revenue from blood and blood product supply activities for expenditure and settlement according to competence.
- Prices of services in gift packages comply with regulations applied by competent authorities to medical examination and treatment services that are not covered by the Health Insurance Fund in State medical examination and treatment establishments.
In addition, voluntary blood donors who do not take money can also spend on food and drink at 30,000 VND/person/time of blood donation. Blood supply establishments are responsible for thoughtful and public organization so that blood donors can eat and drink on the spot before and after blood donation in Vietnam.

What are regulations on qualified blood unit and blood products in Vietnam?
Article 2 of Circular 15/2023/TT-BYT (effective from September 15, 2023) stipulates that regulations on qualified blood unit and blood products:
1. The blood unit is considered qualified when it is collected and preserved in a plastic bag containing an anticoagulant and has undergone all mandatory screening tests as prescribed in Circular No. 26/2013/TT- BYT dated September 16, 2013 of the Minister of Health guiding blood transfusion activities (hereinafter referred to as Circular No. 26/2013/TT-BYT).
2. Blood products are considered qualified when it is prepared in compliance with the standards specified in Circular No. 26/2013/TT-BYT.
Note: Circular 15/2023/TT-BYT takes effect from September 15, 2023.
