From June 15th, 2024, is the price of preparation of vehicle dossier for motor vehicle exempted from initial inspection VND 46.000/vehicle in Vietnam?
Pursuant to Article 4 of the Circular 11/2024/TT-BGTVT stipulating prices of preparation of vehicle dossiers for motor vehicles exempted from initial inspection:
Prices of preparation of vehicle dossiers for motor vehicles exempted from initial inspection and re-printing of inspection certificates and inspection stamps, and responsibilities of relevant organizations and individuals
1. The price of preparation of vehicle dossier for motor vehicle exempted from initial inspection is VND 46.000/vehicle; the price of re-printing of inspection certificate and inspection stamp for a vehicle is VND 23.000/certificate and stamp/vehicle.
The service prices prescribed in this clause include costs of collection of charges for issuance of certificates of technical safety inspection and environmental protection for motor vehicles but exclude VAT.
2. Vehicle inspection stations shall issue service invoices in accordance with provisions of the Government’s Decree No. 123/2020/ND-CP dated October 19, 2020, and the Circular No. 78/2021/TT-BTC dated September 17, 2021 of the Minister of Finance of Vietnam.
3. Vehicle inspection stations shall carry out information disclosure and publicly post their service prices in accordance with regulations of law on pricing, implement tax policies, and pay taxes in accordance with current regulations of laws on taxation and tax administration.
4. Organizations and individuals that are provided by vehicle inspection stations with the following services, including preparation of vehicle dossiers for motor vehicles exempted from initial inspection and re-printing of inspection certificates and inspection stamps, shall pay service prices to the vehicle inspection stations at the rates prescribed in this Circular.
As regulated above, from June 15th, 2024, the price of preparation of vehicle dossier for motor vehicle exempted from initial inspection is VND 46.000/vehicle. In addition, the price of re-printing of inspection certificate and inspection stamp for a vehicle is VND 23.000/certificate and stamp/vehicle.

What documents are included in the necessary documents when producing vehicle dossiers and inspection documents in Vietnam?
Pursuant to Clause 1 Article 6 of the Circular 16/2021/TT-BGTVT (amended by Clause 2 Article 1 of the Circular 2/2023/TT-BGTVT) stipulating the necessary documents when producing vehicle dossiers and inspection documents in Vietnam:
Necessary documents when producing vehicle dossiers and inspection documents
1. Preparation of vehicle dossiers
Vehicle users shall declare and provide the following information and documents to prepare vehicle dossiers (excluding cases of first-time inspection for issuance of Inspection Certificates and Inspection Seals with a period of validity of 15 days):
a) Documents on vehicle registration (master register of the vehicle registration certificate issued by a competent state authority or master register of the notice of receipt of the vehicle registration certificate (enclosed with copies of the vehicle registration certificate) used as collateral of a credit institution or copies of the vehicle registration certificate verified by a financial leasing company (enclosed with copies of the vehicle registration certificate)) or the appointment letter for issuance of the vehicle registration certificate
b) Copies of records of factory release quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles);
c) Master registers of certificates of technical safety and environmental protection for innovated motor vehicles in case of newly innovated vehicles;
d) Pencil tracings of vehicle identification numbers in case of vehicles eligible for exemption from inspection as prescribed in Clause 3 Article 5 of this Circular;
dd) Corresponding information as prescribed in Appendix I promulgated together with this Circular.

As regulated above, necessary documents when producing vehicle dossiers and inspection documents (excluding cases of first-time inspection for issuance of Inspection Certificates and Inspection Seals with a period of validity of 15 days) include:
- Documents on vehicle registration or the appointment letter for issuance of the vehicle registration certificate
- Copies of records of factory release quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles);
- Master registers of certificates of technical safety and environmental protection for innovated motor vehicles in case of newly innovated vehicles;
- Pencil tracings of vehicle identification numbers in case of vehicles eligible for exemption from inspection as prescribed in Clause 3 Article 5 of the Circular 16/2021/TT-BGTVT;
- Corresponding information as prescribed in Appendix I promulgated together with the Circular 16/2021/TT-BGTVT.
What are responsibilities of vehicle users regarding vehicle inspection in Vietnam?
Pursuant to Article 13 of the Circular 16/2021/TT-BGTVT (amended by Clause 5 Article 1 of the Circular 08/2023/TT-BGTVT and Clause 7 Article 1 of the Circular 2/2023/TT-BGTVT), vehicle users are responsible for:
- Maintaining, and repairing the vehicles in order to maintain technical conditions of their vehicles during the interval between inspection periods.
- Assuming legal liability for operating vehicles that do not meet technical safety and environmental protection standards on roads.
- Refraining from renting or borrowing parts and/or components of motor vehicles to satisfy inspection purposes; refraining from falsifying, removing, or fabricating Certificate of inspection, seals of inspection.
- Providing and declaring accurate information relating to inspection affairs, administration information, and technical specifications of motor vehicles, and providing relevant documents to register authority.
- Preserving Certificate of inspection and seals of inspection.
- Returning Certificate of inspection and seals of inspection when register authority issues notice on revocation.
- For motor vehicles eligible for exemption from first-time inspection, vehicle users shall affix inspection seals to their vehicles before participating in traffic. To be specific:
+ Seal of inspection is applied on the top right corner, on the inside of the front windshield of automobiles;
+ For trailers and semi-trailers, seal of inspection must be placed on the chassis close to the license plate and covered by a transparent protective layer.
