Explanation of the Proposed Plan and Budget Estimation in IT Application Activities: Regulations and Guidelines

According to Point c, Clause 2, Article 4 of Circular 03/2020/TT-BTTTT (Effective from April 09, 2020) prescribing the explanation of proposed technical and technological solutions as follows:

- Analysis and selection of technical, technological, and equipment solutions, including analysis and selection of solutions ensuring connectivity, interoperability, and data sharing with relevant technical infrastructure systems, software, and databases (if any).

- List of applied technical standards and regulations.

- For internal software: The content describing the technical requirements that the internal software needs to meet according to the provisions of Article 18 of Decree 73/2019/ND-CP and other contents specified at Point c, Clause 1, Article 27 of Decree 73/2019/ND-CP.

- For network construction, installation of information technology equipment, and accessories: Technical indicators and standards applied in procurement, installation, setup, testing, and adjustment of equipment; List of equipment for procurement, installation, setup, and the technical specifications of the equipment; Explanation of network design solutions, transmission lines, technical infrastructure, information security, power supply, lightning protection, cooling systems, transmission bandwidth calculations (with diagrams if any); Statistics on the volume of construction works, main and auxiliary equipment of primary categories; Other related explanations (if necessary).

- Requirements for training, user guidance, administration, operation, and other related tasks.

- Requirements (if necessary) for testing or trial operation, warranty, maintenance.
