What are regulations on expenses to support the development of areas growing precious medicinal herbs regarding national target program socio-economic development in ethnic minority areas in Vietnam?

Pursuant to Article 13 of the Circular 15/2022/TT-BTC (takes effect from 01/05/2022) stipulating regulations on expenses to support the development of areas growing precious medicinal herbs regarding national target program socio-economic development in ethnic minority areas in Vietnam as follows:

1. Expenses for equipment procurement in the project fence. The level of support according to the decision of the competent authority within the scope of the assigned estimate, must comply with the provisions of the law on bidding.

2. Support enterprises to directly provide vocational training for on-the-spot workers: Support level of 02 million dong/month/1 employee, maximum support period 03 months/1 employee.

3. Support for advertising and branding costs of national and provincial key products: Support according to projects approved by competent authorities, up to 50% of the total cost of the operation and not more than 1,000 million VND/project.

4. Financial support for implementation of scientific research projects, purchase of technology copyrights, purchase of technology or purchase of results of scientific research and technological development in order to create new products, improve technology, reduce minimizing environmental pollution, saving raw materials, fuel, saving energy: The support level is 80% of the implementation cost, not more than 300 million VND/topic/copyright/technology/research results.

5. Support up to 40% of the cost of transferring, applying new science and technology, applying technical processes and synchronous quality management in series, not exceeding 150 million VND/project.

6. Support for varieties, materials, packaging and product labels for a maximum of no more than 03 crops or 03 production and exploitation cycles. The support level is 100% of the cost but not more than 126 million VND/ha.

7. For projects of breeding centers with high technology application, the State will support once, up to 80% of the cost of original seed production, and 50% of the cost of commercial seed production.

8. Supporting information technology application in building a system to connect the value chain of herbal ingredients and traditional medicine products with traceability, origin and quality: Comply with the provisions of Clause 4 of Article 4. 4 this Circular.

9. Support for trade promotion for the purpose of socio-economic development in ethnic minority and mountainous areas. The level of support is specified in the Circular No. 11/2019/TT-BCT dated July 30, 2019 of the Ministry of Industry and Trade guiding the implementation of trade promotion and foreign trade development activities under the national program on promotion of trade (hereinafter referred to as Circular No. 11/2019/TT-BCT); Circular No. 40/2020/TT-BCT dated November 30, 2020 of the Ministry of Industry and Trade amending and supplementing a number of articles of Circular No. 11/2019/TT-BCT (hereinafter referred to as Circular No. 40/) 2020/TT-BCT).

What are regulations on expenses to support business start-ups and attract investment in ethnic minority and mountainous areas in Vietnam?

Pursuant to Article 14 of the Circular 15/2022/TT-BTC (takes effect from 01/05/2022) stipulating regulations on expenses to support business start-ups and attract investment in ethnic minority and mountainous areas in Vietnam as follows:

1. Support to build a business model, start a business

a) Support 50% of training costs to raise the level of technology and production techniques in the field, but not exceeding 30 million VND/training course, maximum 05 courses/model;

b) Support 100% of contract costs for ordering institutes and universities to research, test and develop products and services, but not exceeding VND 30 million/contract and up to 05 contracts/model;

c) Support 75% of the cost of packaging design, labels, advertising, product branding, up to 150 million VND/model;

2. Support for operating costs of the projects "Centers to support business start-ups and attract investment in ethnic minority and mountainous areas" at universities and Program Coordination Office submitted to the Committee for Ethnic Minority Affairs

a) Expenses for procurement of equipment shall comply with the law on bidding; Expenses for repair and maintenance of physical facilities shall comply with the provisions of Circular No. 65/2021/TT-BTC dated July 29, 2021 of the Ministry of Finance guiding the preparation of cost estimates, allocation and settlement of maintenance funds. maintenance and repair of public property (hereinafter referred to as Circular No. 65/2021/TT-BTC).

Funds for upgrading and renovating infrastructure facilities under the project: shall be allocated from development investment capital in accordance with the law on public investment.

b) Support to build the website, database system, online support portal according to the project or detailed outline approved by the competent authority, but up to 01 billion VND. copper/center;

c) Support booths to connect, introduce products of ethnic minorities and mountainous areas and attract investment (in the form of online and face-to-face), the maximum support level is 400 million VND/center (not including: including funding for maintenance, repair, renovation, upgrading and investment in infrastructure);

d) Support to hire consultants as prescribed in Clause 6, Article 4 of this Circular;

dd) Support in the implementation of training activities for officials, lecturers and consultants in starting a business, starting a business in ethnic minority and mountainous areas. The content and level of expenditure are specified in Clause 1, Article 4 of this Circular, but the maximum amount is 100 million VND/class and not more than 01 class/year;

e) Supporting the implementation of business start-up training courses for ethnic minorities, businesses and cooperatives in extremely difficult areas. The content and level of expenditure are specified in Clause 1, Article 4 of this Circular, but not exceeding 150 million VND/class and no more than 05 classes/year;

g) Supporting the organization of the program of connecting ethnic minority start-ups; start-up competitions, start a business. The content and level of expenditure are specified at Point g, Clause 2, Article 4 of this Circular, but the maximum support level is 200 million VND/program and not more than 02 programs/year; maximum 330 million VND/contest and no more than 01 contest/year;

h) Supporting the organization of annual product connection and attraction fairs (in the form of online and in person) with the support level of 45 million VND/market and no more than 02 fairs in 01 month, maximum support period of 48 months;

i) Support for advertising and propaganda activities at the maximum rate of VND 300 million/year for no more than 03 years.

3. Expenses to support the construction and pilot operation of the project "Center for connecting trade, tourism, and promoting products of ethnic minorities and mountainous areas" at the Committee for Ethnic Minority Affairs and other projects. Provinces and cities: Quang Ninh, Lao Cai, Lam Dong, Can Tho

a) Support the implementation of training courses on business development skills, legal knowledge on contracts, sales operations and digital technology application in trade connection for ethnic minorities, businesses, cooperatives wishing to participate in connecting trade and workers at the Trade Connection Center. The content and level of expenditure are as prescribed in Clause 1, Article 4 of this Circular, but the maximum amount is 150 million VND/class and no more than 06 classes/year;

b) Support for advertising, propaganda, and development of promotional and marketing materials at a maximum rate of VND 300 million/year;

c) Support to organize B2B trade connection events (business-to-business connection). The content and level of expenditure are specified in Clauses 2 and 8, Article 4 of this Circular, but maximum VND 150 million/event and no more than 06 events/year;

d) Supporting the construction and development of information technology applications serving trade connections, database systems serving trade connections: Comply with the provisions of Clause 4, Article 4 of this Circular, 500 million VND/center.

4. Spending on praising young people, students, people with typical prestige and successful start-up examples. The content and level of expenditure are specified in Clause 8, Article 4 of this Circular. Particularly, the reward expenditure shall comply with the provisions of the Law on Emulation and Commendation and current guiding documents on emulation and commendation.

5. Support to organize investment attraction activities, fairs, deploy and promote product consumption in ethnic minority and mountainous areas

a) Expenses for organizing activities to promote, attract investment, connect product consumption, cultural fairs, fairs, exchanges, forums, festivals associated with trade and tourism: Implement according to the provisions of Article 4 of this Circular and actually arising according to lawful invoices and documents;

b) Communication expenditure to promote products of ethnic minorities and mountainous areas; organize contests of market symbols in ethnic minority and mountainous areas. The content and level of expenditure are specified in Clause 2, Article 4 of this Circular;

c) Expenses to support the development and implementation of a number of models aimed at consuming products of ethnic minorities and mountainous areas; supply of essential goods to the locality: the content and level of expenditure are specified in Article 4 of this Circular and in the provisions of Circular No. 11/2019/TT-BCT; Circular No. 40/2020/TT-BCT;

d) Training on development of commercial human resources: The content and level of expenditure are as prescribed in Clause 1, Article 4 of this Circular.
