Expenditure Levels for the Advisory Council under the Vietnam Fatherland Front Committee

Currently, I am working at the local Committee of the Vietnam Fatherland Front, and I am researching the income and expenditure activities of the unit. Could you please let me know how the current regulations define the expenditure level for the advisory council's activities under the Vietnam Fatherland Front Committee?

Pursuant to Article 5 of Circular 35/2018/TT-BTC, the expenditure rates for the activities of the advisory councils under the Vietnam Fatherland Front are stipulated as follows:

  1. Monthly support expenditure rates for the leadership of advisory councils under the Central Committee of the Vietnam Fatherland Front; leadership of advisory councils under the provincial-level Vietnam Fatherland Front Committee; leadership of advisory boards under the district-level Vietnam Fatherland Front Committee:

a) Advisory councils under the Central Committee of the Vietnam Fatherland Front:

- Chair of the advisory council: Equivalent to 1.2 times the statutory pay rate.

- Deputy Chair of the advisory council: Equivalent to 1.0 times the statutory pay rate.

b) Advisory councils under the provincial-level Vietnam Fatherland Front Committee:

- Chair of the advisory council: Equivalent to 1.0 times the statutory pay rate.

- Deputy Chair of the advisory council: Equivalent to 0.8 times the statutory pay rate.

c) Advisory boards under the district-level Vietnam Fatherland Front Committee:

- Head of the advisory board: Equivalent to 0.15 times the statutory pay rate.

- Deputy Head of the advisory board: Equivalent to 0.1 times the statutory pay rate.

  1. Expenditures for conferences, workshops, travel expenses: Implemented in accordance with the guidelines in Circular No. 40/2017/TT-BTC dated April 28, 2017, by the Ministry of Finance, which stipulates travel expense policies and conference expense policies.

  2. Fees for writing reports and providing written feedback: A maximum of 500,000 VND per document or report.

  3. Expenditures for purchasing documents, office supplies, other expenses: Payment shall be made based on legitimate invoices and vouchers, within the scope of the assigned budget.

The above are the regulations concerning the expenditure rates for the activities of the advisory councils under the Vietnam Fatherland Front.
