Establishment, Implementation, and Settlement of Operational Funds for the Advisory Council under the Vietnam Fatherland Front Committee

Article 6 and Article 7 of Circular 35/2018/TT-BTC regulate the preparation, execution, and finalization of the operating budget of the Advisory Council under the Vietnam Fatherland Front as follows:

- The preparation, execution, and finalization of the operating budget of the Advisory Council and the Consulting Committee under the Vietnam Fatherland Front Committee at all levels are to be conducted in accordance with the Law on State Budget, the Accounting Law, and related guiding documents.

- Based on the volume of activities of the Advisory Council and Committees at all levels; based on current financial expenditure policies and regulations in this Circular, annually the Vietnam Fatherland Front Committee at all levels constructs an estimated operating budget for the Advisory Council and the Consulting Committee under its jurisdiction. This is consolidated into the general operating budget estimate of the Vietnam Fatherland Front Committee at its level, submitted to the same level financial authority for aggregation and presentation to the competent authority for approval as per the provisions of the Law on State Budget and guiding documents.

- The allocation, budget assignment, and finalization of the budget for the Advisory Council and Committees under the Vietnam Fatherland Front Committee at all levels are to be conducted according to current regulations.

Implementation Organization:

- Based on the actual situation in the locality and the capability to balance the local budget, the People's Committee of provinces and centrally governed cities shall present to the People's Council at the same level for decision the content and specific spending level that is appropriate but not exceeding the level stipulated in Clauses 1 and 3, Article 5 of this Circular. In necessary cases due to work requirements, the People's Committee of provinces and centrally governed cities shall present to the People's Council at the same level for a decision on a spending level higher but not exceeding 20% of the spending level stipulated in Clauses 1 and 3, Article 5 of this Circular.

- In cases where localities have not issued documents that specify spending levels, the Vietnam Fatherland Front Committees at all levels may decide on spending levels not exceeding the maximum stipulated in Clauses 1 and 3, Article 5 of this Circular, ensuring savings and efficiency within the scope of the budget estimate that has been assigned by the competent authority.
