Elderly Persons with Serious Illness without Caregivers Eligible for Social Allowance?
Section 5, Article 5 of Decree 136/2013/ND-CP stipulates that elderly individuals who are entitled to social policies are as follows:
+ Elderly individuals from poor households who do not have anyone obligated to provide support or who have someone obligated to provide support but that person is already receiving monthly social allowance policies;
+ Individuals aged 80 years or older who do not fall under the provisions of Point a of this Section, who do not have a pension, monthly social insurance allowance, or monthly social allowance;
+ Elderly individuals from poor households who do not have anyone obligated to provide support, do not have the means to live in the community, meet the conditions for acceptance into social protection facilities, social homes but have someone willing to take care of them in the community.
Therefore, in the case of your 68-year-old neighbor suffering from heart disease and without anyone to take care of them, they do not qualify for social support. If he belongs to a poor household, he will be entitled to a monthly allowance.
