Commendation of 100,000 Vietnamese Dong for Communist Party Members Who Have Completed Their Duties Exceptionally

According to Section III of Guidance 56-HD/VPTW of 2015, the regulations on reward levels for Communist Party members are stipulated as follows:

* For periodic commendation forms

- The grassroots party organization (grassroots party committee, grassroots cell) awards a certificate of merit to party members who meet the standard "Fully qualified to excellently complete tasks" during the year, with an accompanying reward equivalent to 0.3 times the statutory pay rate.

- The Standing Committee of the district party committee and equivalents award a certificate of merit to party members who meet the standard "Fully qualified to excellently complete tasks" for 5 consecutive years, with an accompanying reward equivalent to 1.0 times the statutory pay rate.

- The Standing Committee of the provincial party committee and equivalents award a certificate of merit to party members who meet the standard "Fully qualified to excellently complete tasks" for 5 consecutive years, with an accompanying reward equivalent to 1.5 times the statutory pay rate.

* For extraordinary commendation forms (non-periodic)

The reward levels for commendations due to outstanding, exceptional achievements are equivalent to the rewards specified in Items 1.1, 1.2, and 1.3 of Point 1, Section III.

According to the above regulations, Communist Party members who meet the standard "Fully qualified to excellently complete tasks" during the year receive a reward equivalent to 0.3 times the statutory pay rate. As per Decree 38/2019/ND-CP, the current statutory pay rate is 1,490,000 VND/month.

Therefore, a Communist Party member meeting the standard "Fully qualified to excellently complete tasks" during the year will receive a reward of 0.3 x 1,490,000 = 447,000 VND. Thus, the reward of 100,000 VND awarded by the commune-level town party committee is not in accordance with the legal regulations.
