Authority to Permit the Organization of International Conferences and Seminars as Regulated

Based on Article 3 of Decision 06/2020/QD-TTg (effective from April 15, 2020), the authority to permit the organization of international conferences and seminars is stipulated as follows:

- The Prime Minister of the Government of Vietnam permits the organization of the following international conferences and seminars:

+ International conferences and seminars with members in attendance who are heads of state or officials at the ministerial level or equivalent from countries, territories, and international organizations;

+ International conferences and seminars with themes and content related to issues of national sovereignty, security, defense, ethnicity, religion, human rights, or within the scope of state secrets as stipulated by the law on the protection of state secrets.

- The person authorized to decide on the organization of international conferences and seminars of their respective agencies and localities, and to permit the following units to organize international conferences and seminars in cases not specified in Clause 1 of this Article:

+ Agencies and units under the authority of the authorized person;

+ Vietnamese and foreign agencies and organizations authorized by the competent agency, except for the cases specified in point c of this clause;

+ For associations, social funds, and charitable funds established according to the laws of Vietnam, the authorized person is the head of the state management agency in charge of the sector and field of activity of the association, social fund, or charitable fund as listed by the Ministry of Home Affairs.
