Appraisal, Verification, and Approval of Construction Estimates: How Are They Regulated?

Appraisal, evaluation, and approval of construction cost estimates are prescribed in Article 11 of Circular No. 09/2019/TT-BXD. To be specific:

- The content of the appraisal of construction cost estimates is implemented according to the provisions of Clause 2, Article 10 of Decree No. 68/2019/ND-CP.

- The authority for appraisal and approval of construction cost estimates is carried out according to the provisions of Clauses 3 and 4, Article 10 of Decree No. 68/2019/ND-CP. Particularly for turnkey contract cost estimates and mixed contract packages (EPC, EC, EP, PC), these must be appraised and approved by the Investment Decider before selecting the contractor.

- The report form for the appraisal and evaluation results of construction cost estimates follows the guidance in Appendix No. 10 issued together with this Circular.
