Based on Article 15 of the Principles, Criteria, and Allocation Norms for Regular State Budget Expenditure Estimates for 2022, issued under Decision 30/2021/QD-TTg, the allocation norms for expenditures on security, order, and social safety are as follows:
- Allocation norms based on population criteria:

- Allocation norms based on supplementary criteria:
a) Localities receive additional funding at the rate of VND 5,000 million/island district (including island districts without administrative units at the commune level); VND 1,500 million/land border commune-level administrative unit, VND 1,500 million/island commune, VND 500 million/coastal commune, to perform the tasks of security, order, and relations with neighboring localities (for border communes); for provinces bordering two or more foreign provinces by land, each land border commune-level administrative unit is allocated VND 2,000 million/commune level.
b) The district-level and commune-level administrative units mentioned in point a of this section are determined as of September 1, 2021.
Allocation Norms for Scientific and Technological Expenditures in the Principles, Criteria, and Allocation Norms for Regular State Budget Expenditure Estimates for 2022?
According to Article 16 of the Principles, Criteria, and Allocation Norms for Regular State Budget Expenditure Estimates for 2022, issued under Decision 30/2021/QD-TTg, the allocation norms for scientific and technological expenditures are as follows:
Based on the Science and Technology Law, grounded on practical needs and the results of allocated budget usage, the Ministry of Science and Technology presides over the construction of the annual allocation plan for the budget expenditure on science and technology for each locality, and submits it to the Ministry of Finance for consolidation into the annual central budget allocation plan to be submitted to the Government of Vietnam for consideration and decision by the National Assembly.
