Airfare and Other Transportation Allowance Standards for Vietnamese Agencies Abroad

According to Clauses 4a and 4e, Article 8 of Circular 07/2020/TT-BTC, the regulations are as follows:

- Members of Vietnam's overseas missions and their spouses, when leaving Vietnam to their assignment locations and at the end of their tenure, are entitled to the reimbursement of travel expenses from their residence to the airport (train station, bus station); they are entitled to economy class airfare for the shortest direct route. If traveling by other means, the fare will be reimbursed based on the fare of the used means.

- The head of Vietnam's overseas missions is entitled to business class airfare for the shortest direct route, if traveling by other means, they will be entitled to the first-class fare when: they first arrive at the assignment location and when completing the term to return home; visiting for the presentation of credentials and farewell visits at concurrent countries.

If the spouse travels on the same trip with the head of Vietnam's overseas missions, they are also entitled to the same airfare standard and other means of transport as the regulations applicable to the head of Vietnam's overseas missions.

In case of cash reimbursement for expenses at the destination country from the airport to the residence and vice versa: It is based on the fixed vehicle rental rates from the airport, train station, bus station, border gate upon entry/exit as stipulated in the annex attached to Circular No. 102/2012/TT-BTC dated June 21, 2012, of the Ministry of Finance regulating per diem policies for state officials on short-term overseas assignments with costs covered by the state budget.

*Payment documents include:

Legal invoices or receipts or a fare quotation from the airline, accompanied by a photocopy of the airplane ticket, or tickets or stubs of other means of transport; in the case of electronic tickets, the electronic payment proof must be included; foreign exchange rate notifications at the time of travel and return.
