Adjustment of the Outline and Detailed Cost Estimation for IT Application Using Regular Expenditure Budget: How?

According to Article 8 of Circular 03/2020/TT-BTTTT (Effective from April 9, 2020) stipulating the adjustment of detailed outlines and estimates as follows:

- When adjusting the outline and detailed estimates without altering the technical and technological solutions required to comply, the scale, the initial objectives, and without exceeding the detailed estimates that have been approved, the budget-using unit is allowed to self-adjust the outline and detailed estimates.

- In case the adjustment of the outline alters the technical and technological solutions required to comply, the scale, the initial objectives, or exceeds the approved detailed estimates, the budget-using unit must submit for approval from an authorized person who is responsible for reviewing and deciding on the adjustment of the outline and detailed estimates.

- The person deciding on the adjustment of the outline and detailed estimates must be legally responsible for their decision.

- The dossier, procedures, and the time for submission, appraisal, and approval of the adjustment shall be implemented in the same manner as the appraisal and approval steps for the outline and detailed estimates.

- In the event that the adjustment of the outline and detailed estimates leads to a change in expenses exceeding VND 15 billion, the investment procedures must be repeated according to the provisions of Clause 3, Article 51 of Decree 73/2019/ND-CP.
