What are duties and powers of the Executive Board of the Vietnam Association for the Protection of the Rights of Cinematographic and Television Films?
Pursuant to Clause 2 Article 14 of the Charter of the Vietnam Association for the Protection of the Rights of Cinematographic and Television Films of the Minister The Ministry of Home Affairs issued together with Decision 840/QD-BNV in 2021 stipulating duties and powers of the Executive Board of the Vietnam Association for the Protection of the Rights of Cinematographic and Television Films as follows:
Standing Committee of the Association
1. The Standing Committee of the Association is elected by the Executive Board from among the members of the Executive Committee; The Standing Committee of the Association is composed of the President, Vice Presidents, General Secretary and members. The number, structure and criteria of Standing Committee members shall be decided by the Executive Board. The term of office of the Standing Committee is the same as the term of the General Assembly.
2. Duties and powers of the Standing Board:
a) On behalf of the Executive Board to implement the General Meeting's Resolution and the Association's Charter; organize the implementation of resolutions and decisions of the Executive Board; lead and administer the Association's activities between the two meetings of the Executive Board;
b) Prepare content and decide to convene the Executive Board meeting;
c) Decide on the establishment of organizations and units under the Association according to the Resolution of the Executive Board; defining the functions, tasks and powers of the organizational structure; decide on appointment and dismissal of leaders of organizations and units under the Association;
d) Assign direct responsibilities of the President to the Vice Presidents and members of the Standing Committee of the Association.
3. Operation principle:
a) The Standing Board operates in accordance with the Regulations promulgated by the Executive Board, in compliance with the provisions of law and the Association's Charter;
b) The Standing Committee meets 01 (one) time per quarter, may hold an extraordinary meeting at the request of the Association's President or more than 1/2 (one-half) of the total number of Standing Committee members;
c) The meetings of the Standing Committee shall be chaired by the President of the Association or authorized by the Chairman and voted by majority. Meetings of the Standing Committee are valid when more than 1/2 (one-half) of the total number of Standing Committee members attend the meeting. The Standing Committee may vote by show of hands or secret ballot, the regulation of voting form shall be decided by the Standing Board;
d) Resolutions and decisions of the Standing Board are approved when more than 1/2 (one-half) of the total number of Standing Committee members attending the meeting vote in favor. In case the number of opinions for and against is equal, the decision belongs to the party with the opinion of the President of the Association;
dd) Meetings of the Association's Standing Committee must be recorded in minutes and kept at the Association's Office.

2. Duties and powers of the Inspection Committee:
a) Inspect and supervise the implementation of the Association's Charter and the Resolution of the General Meeting; Resolutions and decisions of the Executive Board, Standing Committee, regulations of the Association in the operation of organizations, units affiliated to the Association, members;
b) Check the financial revenue and expenditure of the Association;
c) Consider and settle applications, letters of feedback, petitions, complaints and denunciations sent to the Association by organizations, members and citizens in accordance with the Association's Charter and regulations of law; propose the Executive Board to issue disciplinary forms.
