According to Article 9 of Decree 68/2024/ND-CP, the validity period of the specialized digital signature certificate for official use is regulated as follows:

1. The validity period of the specialized digital signature certificate for official use issued by the organization providing digital signature authentication services for official use is 20 years.
2. The validity period of the specialized digital signature certificate for official use issued to a new subscriber is a maximum of 5 years.
3. The validity period of the specialized digital signature certificate for official use issued to a subscriber can be extended, with a maximum extension period of 3 years.
4. For specialized digital signature certificates used for issuing and checking electronic chip-embedded passports, the validity period is determined in accordance with Article 23 of this Decree. For specialized digital signature certificates used for issuing and checking electronic chip-embedded identity cards, the validity period is determined in accordance with Article 26 of this Decree.
Starting from August 15, 2024, the specialized digital signature certificate for official use issued to a new subscriber will have a maximum validity period of 5 years.

1. The specialized digital signature certificate for official use can only be requested for extension once and must have a remaining validity period of at least 30 days.
2. The directly managing agency or organization must submit a written request for the extension of the specialized digital signature certificate for official use.
As regulated above, the specialized digital signature certificate for official use can only be requested for extension once at most. However, when extending, it must ensure that the specialized digital signature certificate for official use has a remaining validity period of at least 30 days.

a) Must be individuals of the organizations specified in Article 2 of this Decree and have a need for electronic transactions.

2. Conditions for issuing a new specialized digital signature certificate for official use to agencies or organizations:
a) Must be an agency or organization with legal personality as specified in Article 2 of this Decree.
b) Must have a decision establishing the agency or organization or confirmation from the head of the directly higher-level agency or organization.
c) Must have a written request from the directly managing agency or organization.
3. Conditions for issuing a new specialized digital signature certificate for official use to devices, services, software:
a) The devices, services, software are owned and managed by the agency or organization with legal personality as specified in Article 2 of this Decree.
b) Must have a written request from the directly managing agency or organization.
According to Article 2 of Decree 68/2024/ND-CP, the subjects eligible for the issuance of specialized digital signature certificates for official use are as follows:
Applicable subjects:
1. State agencies, organizations belonging to state agencies, political organizations, political-social organizations, and public non-business units.
2. Officials, public servants, civil servants, personnel working in the people's armed forces, and personnel working in essential organizations.
3. Other agencies, organizations, individuals related to the provision, management, and use of specialized digital signatures for official use, specialized digital signature certificates for official use, and authentication services for specialized digital signatures for official use.
As regulated above, individuals who are eligible for the issuance of new specialized digital signature certificates for official use must meet the following conditions:
- Must be individuals of the following organizations and have a need for electronic transactions, including:
+ State agencies, organizations belonging to state agencies, political organizations, political-social organizations, and public non-business units.
+ Officials, public servants, civil servants, personnel working in the people's armed forces, and personnel working in essential organizations.

- Must have a written request from the directly managing agency or organization.
