Differences Between Domestically Issued and Overseas Issued Ordinary Passports
According to the current legal provisions at Decree 136/2007/ND-CP (amended by Decree 65/2012/ND-CP and Decree 94/2015/ND-CP), an ordinary passport is identified as one of the types of national passports.
Ordinary passports are issued to all Vietnamese citizens. An ordinary passport is valid for no more than 10 years from the date of issuance and cannot be extended. An ordinary passport with valid term will be reissued, and upon expiration, new issuance procedures must be followed. The validity period of the national passport issued to children under 14 years old or issued to citizens accompanied by children under 9 years old is implemented according to the provisions at Article 5 of Decree 136/2007/ND-CP (amended by Decree 65/2012/ND-CP and Decree 94/2015/ND-CP).
For the convenience of issuing ordinary passports to citizens, the law stipulates that the issuance of ordinary passports can be carried out domestically or abroad.
Among them:
- For cases of domestic issuance: Vietnamese citizens residing in the country who request the issuance of an ordinary passport can submit the application and receive results at the Immigration Management Authority for resolution according to jurisdiction.
- For cases of issuance abroad: Vietnamese citizens residing abroad who request the issuance of an ordinary passport shall submit their application at the Vietnamese representative agency abroad for resolution according to jurisdiction.
Ordinary passports issued domestically and those issued abroad have the same form and content but bear distinct symbols for ease of management.
