What are the conditions for obtaining a Certificate of Typical Rural Industrial Products in Vietnam?

Based on Clause 1, Article 17 of Circular 26/2014/TT-BCT (amended by Clause 2, Article 2 of Circular 14/2018/TT-BCT), the following regulations on the recognition of results and the issuance of certificates are stipulated:

Recognition of results and issuance of certificates

1. Products to be granted a certificate must meet the provisions of Articles 4 and 7 of this Circular; be graded by the Jury, with an average score of 70 or more. The structure and number of products to be granted a certificate shall be determined by the Selection Committee.

2. Based on the results of the selection, the Selection Committee shall submit to the Chairman of the People's Committees at the district, provincial, local Department of Industry and Trade, and the Minister of Industry and Trade for approval of the results of the selection, decision to recognize and issue a certificate of typical rural industrial products within the authority prescribed in this Circular. The results of the product selection shall be announced to the rural industrial establishments that have products participating in the selection.

Therefore, the conditions for a product to be granted a Certificate of Typical Rural Industrial Products are as follows:

- Based on the results of the selection, the Selection Committee shall submit to the Chairman of the People's Committees at the district, provincial, local Department of Industry and Trade, and the Minister of Industry and Trade:

+ Decision to recognize and issue a certificate of typical rural industrial products.

Is the product returned after being selected and granted a Certificate of Typical Rural Industrial Products in Vietnam?

Article 15, Clause 3 of Circular 26/2014/TT-BCT stipulates the following:

Location and time for receiving applications and products

1. The location and time for receiving applications and products for selection shall be carried out in accordance with the regulations and instructions of the Selection Committees at all levels.

2. In special cases (products with too large dimensions or weight or products with other distinctive characteristics that are not suitable for transportation and storage), if the rural industrial establishment participating in the selection cannot send the product to the designated location, the Chairman of the Selection Committee shall consider and decide on the method of selection for that product.

3.The product shall be returned to the rural industrial establishment after the selection. In case of keeping the product for display at trade fairs or for storage and display at the exhibition and promotion of rural industrial products at the district, provincial, regional, and national levels, the consent of the owner of the rural industrial establishment is required.

Therefore, the product after the selection and granting of a Certificate of Typical Rural Industrial Products is returned to the rural industrial establishment.

What is the time for the award ceremony for the Certificate of Typical Rural Industrial Products in Vietnam?

Based on Clause 2, Article 18 of Circular 26/2014/TT-BCT, the following regulations on the organization of the award ceremony are stipulated:

The award ceremony must be organized in a solemn and dignified manner, in accordance with the conditions of each locality. The selection committee shall submit the proposed time for the award ceremony to the competent authority for approval.

...

Therefore, the time for the award ceremony for the Certificate of Typical Rural Industrial Products is proposed by the Selection Committee and approved by the competent authority. The award ceremony must be organized in a solemn and dignified manner, in accordance with the conditions of each locality.
