What are the newest regulations on format and content of the official recruitment exam in Vietnam under the Decree 116 of 2024?
Based on Article 8 of Decree 138/2020/ND-CP as amended by Clause 4, Article 1 of Decree 116/2024/ND-CP, the forms, content, and duration of the official recruitment exam are stipulated as follows:
Article 8. Forms, content, and duration of the exam
1. Round 1: Multiple-choice test on a computer; the exam content includes 02 parts. Specifically:
a) Part I: General knowledge, 60 questions regarding general understanding of the political system, the organizational structure of the Communist Party, State, political-social organizations; state administrative management; officials, civil service. Duration of the exam is 60 minutes;
b) Part II: Foreign language, 30 questions as per the foreign language requirements for the specific job position. Duration of the exam is 30 minutes.
For job positions that do not require a foreign language, Part II is not conducted.

Thus, the forms and content of the official recruitment exam are stipulated as follows:
[1] Round 1
Multiple-choice test on a computer; exam content includes 02 parts. Specifically:
- Part 1: General knowledge, 60 questions regarding general understanding of the political system, the organizational structure of the Communist Party, State, political-social organizations; state administrative management; officials, civil service. Duration of the exam is 60 minutes.
- Part 2: Foreign language, 30 questions as per the foreign language requirements for the specific job position. Duration of the exam is 30 minutes.
Note:
- For job positions that do not require a foreign language, Part 2 is not conducted.
- The result of round 1 is determined based on the number of correct answers for each part of the test; if the candidate answers 50% or more of the questions correctly for each part of the test, they qualify for round 2.
- In the case where an individual has already successfully passed the official entry quality accreditation and the accreditation result is still valid as of the deadline for receiving the Application Form and meets the requirements of the scoring scale as prescribed, they are not required to take the first round as stipulated in this clause.
[2] Round 2: The subject of professional field. Exam forms: Written or a combination of written and interview.
- For the written exam:
+ Content: Testing knowledge on the Party's guidelines, policies, laws regarding the recruiting sector; professional skills; skills in public service execution as required for the job position.
+ Duration of the exam is 180 minutes (excluding the time for copying the exam question).
+ Based on the specific characteristics of the agency, organization, or unit, the authority responsible for recruiting officials may organize a computer-based written exam and determine an appropriate number of questions, ensuring a minimum of 60 questions and a maximum of 120 questions (in multiple-choice format). The duration corresponds to the total number of questions, ensuring a minimum of 90 minutes and a maximum of 180 minutes.
- For the interview exam:
+ Content: The interview focuses on assessing skills such as critical thinking, communication, situation evaluation, learning and development, expression, attitude, and other competencies as required by the job position.
+ Duration: Maximum 30 minutes.
+ Scoring scale for the written exam: 100 points; interview exam: 100 points.
In case of computer-based written exams, the Recruitment Board (Question Committee) prepares question groups with varying complexity levels and determines corresponding points for each question.
If choosing a combined written and interview exam, the total score of the written and interview exams is converted to a 100-point scale with the written exam accounting for 70% and the interview 30% (rounded to two decimal places).
In the same examination period, if different job positions require varying levels of professional skills, the Recruitment Board must prepare different professional exam papers appropriate to the job requirements.
If the agency with the authority to recruit officials requires higher content standards and exams for professional fields than those stipulated in this clause, they must specify it in the Recruitment Plan.

Who is eligible to apply for official recruitment?
Based on Article 36 of the Public Employees Law 2008 as amended by point e, clause 20, Article 1 of the Law on Amendments to the Civil Servants Law and Public Employees Law 2019, the following individuals meeting the eligibility conditions, regardless of ethnicity, gender, social class, belief, or religion, may apply for official positions:
- Have Vietnamese nationality
- Be at least 18 years old
- Have a clear personal record and application
- Possess appropriate degrees and certificates
- Have good political qualities and ethics
- Be in good health to fulfill the duties
- Meet other conditions required by the job position applied for
Note: The following individuals are not eligible to apply for official positions:
- Not residing in Vietnam
- Having lost or are restricted in civil capacity
- Under criminal investigation; serving or having served a criminal conviction or court's decision without having had the record expunged; subject to compulsory rehab or education measures
