Guideline on Policies for On-Duty Allowances for Individuals Working in Public Medical Facilities

Greetings Editorial Board,I am currently a public employee working in a public health department, and I have been researching the allowances policies for officials and public employees, as well as workers in my workplace. At Point a, Clause 3, Article 2 of Decision 73/2011/QD-TTg stipulating special allowance policies for officials and public employees, workers in public healthcare facilities, and pandemic prevention allowance policies issued by the Prime Minister of the Government of Vietnam, it is stipulated:

- Workers on duty 24/24 hours are entitled to the following allowance rates:

+ 115,000 VND/person/shift for Class I and special-grade hospitals.

+ 90,000 VND/person/shift for Class II hospitals.

+ 65,000 VND/person/shift for other remaining hospitals and equivalent facilities.

+ 25,000 VND/person/shift for commune health stations, military-civil health stations, and military-civil infirmaries.

- Workers on duty in shifts of 12/24 hours are entitled to 0.5 times the 24/24-hour duty allowance;

- Workers on duty in shifts of 16/24 hours are entitled to 0.75 times the 24/24-hour duty allowance.

If on duty in the resuscitation and emergency area or special care area, the duty allowance is calculated at 1.5 times the stipulated rate above; on duty on weekly rest days, the duty allowance is calculated at 1.3 times the stipulated rate above; on duty during holidays and Tet, the duty allowance is calculated at 1.8 times the stipulated rate above.

In Article 2 of Circular 69/2012/TT-BCA and Joint Circular 10/2014/TTLT-BYT-BNV-BTC-BLDTBXH, it is stipulated:

  1. Standard duty allowance rates on regular days, including the following rates:

    a) Duty allowance rates in regular areas:

    - 90,000 VND/person/shift for Class I-ranked facilities;

    - 65,000 VND/person/shift for Class II and Class III-ranked facilities.

    b) Duty allowance rates in treatment areas for detoxification and health recovery or in quarantine areas for infectious diseases are 1.5 times the allowance amount stipulated at Point a of this Clause.

  2. Duty allowance rates on standard weekly rest days, holidays, Tet, and meal support during the 24/24-hour shift: Follow the provisions of Clause 3, Article 3 of Decision No. 73/2011/QD-TTg.
