Pursuant to Article 36 of the Law on Road Traffic Order and Safety 2024 on license plates:
Article 36. License Plates
- License plates are issued by competent state agencies in accordance with Articles 37 and 39 of this Law; are attached to road vehicles as prescribed in this Law to serve state management.
- License plates are classified as follows:
a) License plates with a blue background, white letters and numbers are issued to vehicles of Communist Party bodies, State, socio-political organizations, public service providers;
b) License plates with a red background, white letters and numbers are issued for military vehicles;
c) License plates with a yellow background, black letters and numbers are issued for vehicles engaged in transport business activities;
d) License plates with a white background, black letters and numbers are issued for vehicles of domestic organizations and individuals, not subject to the provisions of points a, b, and c of this clause;

Pursuant to Article 7 of Circular 79/2024/TT-BCA regulating the vehicle registration processing deadline:
Article 7. Vehicle Registration Processing Deadline
- Issuance of Vehicle Registration Certificate
a) Issuance of a new vehicle registration certificate, issuance of a vehicle registration certificate in case of vehicle ownership change, change of vehicle registration certificate: Not more than 02 working days from the date of receipt of a complete and valid dossier;
b) Reissuance of vehicle registration certificate: Verification must be conducted within 30 days from the date of receipt of a complete and valid dossier; after verification and if eligible, it will be reissued within 02 working days.
- Issuance of License Plate
a) Issuance of a new license plate: immediate issuance upon receipt of a complete and valid dossier;
b) Issuance of a new license plate through auction, change of license plate, issuance of identifier license plate: Not more than 07 working days from the date of receipt of a complete and valid dossier;
c) Reissuance of license plate: Verification must be conducted within 30 days from the date of receipt of a complete and valid dossier; after verification and if eligible, it will be reissued within 02 working days.
