What are colors of the background of the license plate in Vietnam?

Pursuant to Article 36 of the Road Traffic Order and Safety Law 2024 stipulating license plates:

Article 36. License plates

1. License plates are issued by competent state agencies as prescribed in Articles 37 and 39 of this Law and must be attached to road vehicles as prescribed by this Law to support state management.

2. License plates are classified as follows:

a) License plates with a blue background, white letters, and numbers are issued for vehicles of Communist Party, State, socio-political organizations, and public service providers;

b) License plates with a red background, white letters, and numbers are issued for military vehicles;

c) License plates with a yellow background, black letters, and numbers are issued for vehicles engaged in transport business;

dd) License plates with a white background, black letters, and numbers are issued for vehicles of domestic organizations and individuals, not included in the subjects specified in points a, b, and c of this clause;

đ) License plates with a white background, red letters, black numbers, and the code “NG” are issued for vehicles of diplomatic agencies, consular offices, and foreign staff holding diplomatic identity cards of that agency;

e) License plates with a white background, red letters, black numbers, and the code “QT” are issued for vehicles of international organization representative offices and foreign staff holding diplomatic identity cards of that organization;

[4] License plates with a white background are issued for the following subjects:

- License plates with a white background, black letters, and numbers for vehicles of domestic organizations and individuals not included in the following subjects:

+ Communist Party, State, socio-political organizations, and public service providers

+ Military vehicles

+ Vehicles engaged in transport business

- License plates with a white background, red letters, black numbers, and the code “NG” issued for vehicles of diplomatic agencies, consular offices, and foreign staff holding diplomatic identity cards of that agency

- License plates with a white background, red letters, black numbers, and the code “QT” issued for vehicles of international organization representative offices and foreign staff holding diplomatic identity cards of that organization

- License plates with a white background, black letters, and numbers, with the code “CV” issued for vehicles of technical administrative staff holding service identity cards of diplomatic agencies, consular offices, and international organizations

- License plates with a white background, black letters, and numbers, with the code “NN” issued for vehicles of organizations, representative offices, and foreign individuals

Additionally, other types of license plates as prescribed by the Minister of Public Security.

What are conditions for the issuance of new motor vehicle license plates in Vietnam?

Pursuant to Article 39 of the Road Traffic Order and Safety Law 2024 regulating the issuance, revocation of vehicle registration certificates and motor vehicle license plates, and special-use vehicles participating in road traffic:

Article 39. Issuance, revocation of vehicle registration certificates, and motor vehicle license plates, and special-use vehicles participating in road traffic

1. The issuance of new vehicle registration certificates and motor vehicle license plates must ensure the following conditions:

a) Certification of vehicle origin;

b) Certification of lawful ownership;

c) Documents evidencing the fulfillment of financial obligations.

2. The issuance of vehicle registration certificates and motor vehicle license plates in case of a change of vehicle owner must ensure the following conditions:

a) Certification of withdrawal of vehicle registration, license plates; certification of withdrawal of vehicle registration for cases of transfer, exchange, gifting, bequeathing vehicles associated with auction-winning license plates;

b) The conditions specified in points b and c of clause 1 of this Article.

3. Changing vehicle registration certificates, license plates of motor vehicles, special-use vehicles in the following cases:

a) The vehicle registration certificate, license plate is blurred, damaged;

b) Improvement, change of paint color; change of name, identification number of organization or individual, or change of usage purpose;
