Who is issued the license plate with red letters in Vietnam?
Based on Article 36 of The Road Traffic Safety and Order Law 2024, the regulations for license plates are as follows:
Article 36. License plates
- License plates are issued by the competent state authorities under the provisions of Articles 37 and 39 of this Law; they are affixed to road transportation vehicles as prescribed by this Law to serve state management.
- License plates are classified as follows:
a) Blue background plates with white letters and numbers are issued for vehicles of the Communist Party, the State, political-social organizations, and public service providers;
b) Red background plates with white letters and numbers are issued for military vehicles;
c) Yellow background plates with black letters and numbers are issued for vehicles engaged in transportation business;
d) White background plates with black letters and numbers are issued for vehicles of domestic organizations and individuals not covered under clauses a, b, and c of this section;

According to the above regulations, red-letter license plates are issued to the following entities:
- License plates with a white background, red letters, and black numbers marked with “NG” are issued for vehicles of diplomatic missions, consular offices, and foreign personnel holding diplomatic IDs of those agencies.
- License plates with a white background, red letters, and black numbers marked with “QT” are issued for vehicles of representative agencies of international organizations and foreign staff holding diplomatic IDs of those organizations.
What are the commands of a traffic controller in Vietnam?
Based on Clause 3, Article 11 of The Road Traffic Safety and Order Law 2024, the regulations for traffic controller's signals are as follows:
- Raising the right hand vertically to signal all road traffic participants in all directions to stop.
- Extending both hands or one hand horizontally to signal road traffic participants in front of and behind the traffic controller to stop; road traffic participants on the right and left sides of the controller are allowed to proceed.
- Extending the right hand forward to signal road traffic participants behind and on the right side of the controller to stop; those in front of the controller are allowed to turn right; those on the left side of the controller are allowed to proceed in all directions; pedestrians crossing must pass behind the controller.
