Article 10. Standards for Driving Instructors

1. Theory instructors must meet the following standards:

a) A diploma of intermediate level or higher in one of the following disciplines: law, automotive technology, automotive engineering technology, automobile assembly, or other fields in which the training content comprises 30% or more of law or automotive specialties; instructors teaching driving techniques must possess a drive license of at least the same class as that of the training vehicle;

b) A qualification or certificate in pedagogical skills, which includes at least one of the following: a bachelor’s degree in teacher training, pedagogy, technical pedagogy; intermediate level in pedagogy; pedagogical skill certificates level 1, level 2; pedagogical skill certificates for teaching at college or intermediate level.

Standards for driving instructors are as follows:

[1] Theory instructors must meet the following criteria:

- A diploma of intermediate level or higher in one of the following fields: law, automotive technology, automotive engineering technology, automobile assembly, or other fields where the curriculum includes 30% or more of legal or automobile specialties. Driving technique instructors must have a drive license of at least the corresponding training vehicle class.

- Possession of one of the qualifications or certificates in pedagogy:

+ Bachelor’s degree in teacher training, pedagogy, or technical pedagogy

+ Intermediate level in pedagogy

+ Pedagogical skill certificates level 1, level 2

+ Pedagogical skill certificates for teaching at college or intermediate level

[2] Practical driving instructors must meet the following criteria:

- A diploma of professional intermediate level or vocational intermediate level or higher;

- A drive license of at least the corresponding or higher training vehicle class;

- Instructors for classes B, C1 must have held a drive license for at least 3 years from the date of issue.

- Instructors for classes C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE must have held a drive license for at least 5 years from the date of issue;

- Possession of one of the qualifications or certificates in pedagogy:

+ Bachelor’s degree in teacher training, pedagogy, or technical pedagogy

+ Intermediate level in pedagogy

+ Pedagogical skill certificates level 1, level 2

+ Pedagogical skill certificates for teaching at college or intermediate level

- Completion of practical driving teaching training according to the prescribed framework program.

Pursuant to Article 12 of Decree No. 160/2024/ND-CP prescribing the procedure for obtaining certificate for driving practice instructor:

Article 12. Procedure for obtaining certificate for driving practice instructor

1. The application for certificate for driving practice instructor includes:

a) An application form as prescribed in Appendix IV attached to this Decree;

b) A diploma of professional intermediate level or vocational intermediate level or higher (copy enclosed with the original for comparison, or a certified copy, or an electronic copy certified from the original, or an electronic copy from the original book);

c) Diplomas or certificates of pedagogical skills (copy enclosed with the original for comparison, or a certified copy, or an electronic copy certified from the original, or an electronic copy from the original book);

d) 01 color photo size 3 cm x 4 cm with blue background, ID card style, taken within the last 6 months.

If documents specified in points b, c of this clause have been integrated into the electronic identification account, the presentation and verification can be carried out through the electronic identification account.

[3] Diploma or certificate of pedagogical skills (copy enclosed with the original for comparison, or a certified copy, or an electronic copy certified from the original, or an electronic copy from the original book)

[4] 01 color photo size 3 cm x 4 cm with blue background, ID card style, taken within the last 6 months.

Note: If documents [2] and [3] have been integrated into the electronic identification account, the presentation and verification can be carried out through the electronic identification account.

Which licenses can be issued to individuals aged 24 and above in Vietnam?

Based on Article 59 of the Road Traffic Safety and Order Law 2024 on the age and health requirements for vehicle operators participating in road traffic:

Article 59. Age, Health Conditions for Vehicle Operators in Road Traffic

1. The age of drivers and operators of specialized motorcycles is regulated as follows:

a) Individuals aged 16 or older can operate mopeds;

b) Individuals aged 18 or older can be granted a drive license for classes A1, A, B1, B, C1, and receive a certificate of legal knowledge on road traffic to operate specialized motorcycles;

c) Individuals aged 21 or older can be granted a drive license for classes C, BE;

d) Individuals aged 24 or older can be granted a drive license for classes D1, D2, C1E, CE;

dd) Individuals aged 27 or older can be granted a drive license for classes D, D1E, D2E, DE;

e) The maximum age for drivers of passenger cars (including buses) with over 29 seats (excluding the driver’s seat) and sleeper buses is 57 years for men and 55 years for women.

Thus, individuals aged 24 or older can be granted the following drive license classes:

- Class D1 is issued for drivers of passenger cars with more than 8 seats (excluding the driver’s seat) up to 16 seats (excluding the driver’s seat); various passenger vehicles specified for a class D1 license towing a trailer with a total design weight up to 750 kg; various vehicles specified for class B, C1, C licenses.

- Class D2 is issued for drivers of passenger cars (including buses) with over 16 seats (excluding the driver’s seat) up to 29 seats (excluding the driver’s seat); various passenger vehicles specified for a class D2 license towing a trailer with a total design weight up to 750 kg; various vehicles specified for class B, C1, C, D1 licenses.

- Class C1E is issued for drivers of various vehicles specified for a class C1 license towing a trailer with a total design weight over 750 kg.

- Class CE is issued for drivers of various vehicles specified for a class C license towing a trailer with a total design weight over 750 kg; prime mover trucks towing semitrailers.
