What are regulations on the emblem of the guard force on trains in Vietnam?
Pursuant to Article 14 of the Decree 75/2018/NĐ-CP stipulating regulations on the emblem of the guard force on trains in Vietnam as follows:
1. The signboard of the train's guard force is made of mica or hard plastic, measuring 50 mm x 84 mm and worn on the left chest.
2. The upper part of the signboard: dark blue background, 11 mm wide, in the middle, inscribed in red letters the name of the railway transport enterprise directly managing officers and guard forces on the train: 05 mm high, vertical print with full sound marks (abbreviated is allowed if the length is not enough).
3. Lower part of signboard: white background, left side is bust; On the right is the family name and first name in dark blue letters, in vertical, full diacritics, 07 mm high. Under the inscription with full name is the title, in vertical handwriting, with full accents, 05 mm high. Under the inscription of the title is the code and ordinal number of the guard officer and employee.
4. The form of the signboard of the guard force on trains is specified in Appendix V issued with this Decree.
What are regulations on issuance and use of equipment, uniforms, insignia, and emblem of the guard force on trains in Vietnam?
Pursuant to Article 15 of the Decree 75/2018/NĐ-CP stipulating issuance and use of equipment, uniforms, insignia, and emblem of the guard force on trains in Vietnam as follows:
1. The grant of equipment, uniforms, insignia, and emblem of the guard force on trains shall be decided by the railway transport business based on the specific operation situation.
2. Persons directly engaged in security work on board ships are responsible for:
a) Wear equipment, uniforms, insignia, and emblem as prescribed when on duty;
b) Preserve and maintain all kinds of equipment, uniforms, insignia, and emblem;
c) In case of loss or damage, it must immediately report to the head of the enterprise and take responsibility if consequences occur;
d) It is strictly forbidden to lend and use improperly all kinds of equipment, uniforms, insignia, and emblem of the guard forces on board the ship;
d) The ship's security forces are equipped with walkie-talkies, photo cameras, recorders, video cameras, flashlights and other necessary equipment for the protection work on trains.
What are regulations on the cost for the operation of the guard force on trains in Vietnam?
Pursuant to Article 16 of the Decree 75/2018/NĐ-CP stipulating the cost for the operation of the guard force on trains in Vietnam as follows:
1. Funding for the operation of the guard force on trains is included in the business expenses of the enterprise.
2. Legal sponsorship and support of organizations and individuals.
What are responsibilities of agencies and organizations for the emblem of the guard force on trains in Vietnam?
Pursuant to Article 17 of the Decree 75/2018/NĐ-CP stipulating responsibilities of agencies and organizations for the emblem of the guard force on trains in Vietnam as follows:
1. Direct the functional agencies of the Ministry of Public Security and coordinate with the railway transport business to develop a plan to organize professional training and periodical retraining for the guard forces on board.
2. Assume the prime responsibility for organizing the implementation of professional training and periodic professional supplement for the guard forces on board according to the plan agreed with the railway transport business.
3. Direct, inspect and guide the development of training programs and contents, organize the training, issue the Certificate of completion of the training course on train security, manage, monitor and store dossiers related to the training of protection skills on trains for assigned agencies.
4. Handle violations in accordance with law.
Pursuant to Article 18 of the Decree 75/2018/NĐ-CP stipulating the responsibilities of the Ministry of Transport for the guard forces on trains as follows:
1. Coordinate with the Ministry of Public Security in formulating training contents on train security, in inspecting and inspecting railway transport enterprises to comply with the provisions of this Decree.
2. Guide railway transport enterprises in formulating and organizing the periodic training and supplementing in railway traffic safety for the guard forces on board.
Pursuant to Article 19 of the Decree 75/2018/NĐ-CP stipulating the responsibilities of the railway transport business to the guard force on board the train are as follows:
1. Organize and manage security forces to ensure order and safety on trains under the management of the enterprise. Assume the prime responsibility for, and coordinate with specialized railway inspection agencies, police agencies and local authorities in preventing, stopping and handling according to their competence violations of law on board trains, in order to ensure order, safety, protection of life, health and property of passengers and transport charterers.
2. Be responsible for the provision of uniforms, insignia, badges, insignia and signboards to the ship's security forces and other expenses for protection activities on the ship managed by the enterprise; stipulating the expiry date for all kinds of equipment, uniforms, insignia, and emblem of the guard forces on board the train.
3. Based on the requirements, nature and size of the trains to decide the form of organization and arrangement of forces, Direct, formulate and organize the implementation of plans and regulations on shipboard protection; Urge and inspect the protection activities on the ship.
4. Organize the implementation of professional guidance documents of the Ministry of Public Security on protection work on trains.
5. Assume the prime responsibility for, and coordinate with functional agencies of the Ministry of Public Security in, formulating a plan for training and supplementing security skills for the train's guard forces, and organizing periodic training and retraining. of railway traffic safety service for guard forces on board; coordinate with functional agencies of the Ministry of Public Security in training and periodically supplementing security skills for the train's guard forces.
6. Periodically on December 20 of each year, to summarize and report to the Ministry of Transport and the Ministry of Public Security the following contents:
a) Total number of security guards on trains under management;
b) Total number of security guards on board trained, professional retraining as prescribed in this Decree;
c) Operation results of the train's guard forces;
d) Difficulties and obstacles in the process of implementing the Decree and proposals and recommendations.
