Pursuant to Appendix 11 issued together with the Circular 16/2021/TT-BGTVT (amended by Section 2, Appendix 5 issued together with the Circular 08/2023/TT-BGTVT) stipulating the list of latest car inspection cycle in Vietnam as follows:

What documents needed for conducting car inspection in Vietnam?
Pursuant to Clause 2 Article 6 of the Circular 16/2021/TT-BGTVT stipulating as follows:
Necessary documents when producing vehicle dossiers and inspection documents
1. Produce vehicle dossiers
Preparation of vehicle dossiers shall be prepared when a motor vehicle is inspected for the first time to participate in traffic (cases where first-time inspection is conducted to issue Certificate of inspection and seal of inspection with 15 days of validity are not required to produce vehicle dossiers). When bringing motor vehicles to register authority for inspection and preparation of vehicle dossiers, vehicle users must present the following documents:
a) Present: documents on vehicle registration (original copy of Vehicle registration issued by competent authority or notice of receipt of original copy of registration certificate of vehicles used as security of credit institution) or notice on date of issuing registration;
b) Submit copies of record of factory release quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles);
c) Submit original copy of Certificate of technical safety and environmental protection for renovated motor vehicles in case of recently renovated motor vehicles.
2. Conduct inspection
When bringing motor vehicles to register authority for inspection, vehicle users must present the following documents and information:
a) Documents under Point a and Point c Clause 1 of this Article;
b) Information on username, password, and address of website managing tracking units and/or camera for motor vehicles that are required to mount tracking units and/or camera;
c) Declare information on transport service providers in document monitoring notice according to form under Annex I attached hereto.
As regulations above, when bringing motor vehicles to register authority for inspection, vehicle users must present the following documents and information:
- Present: documents on vehicle registration (original copy of Vehicle registration issued by competent authority or notice of receipt of original copy of registration certificate of vehicles used as security of credit institution) or notice on date of issuing registration;
- Submit original copy of Certificate of technical safety and environmental protection for renovated motor vehicles in case of recently renovated motor vehicles;
- Information on username, password, and address of website managing tracking units and/or camera for motor vehicles that are required to mount tracking units and/or camera;
- Declare information on transport service providers in document monitoring notice.
What are the fines for operating vehicles exceeding inspection deadline under 01 month in Vietnam?
Pursuant to Clause 5 and 6, Article 16 of the Decree 100/2019/NĐ-CP (amended by Clause 6 Article 2 of the Decree 123/2021/NĐ-CP) stipulating penalties imposed upon by operators of motor vehicles (including trailers or semi-trailers being towed) and the like violating regulations on roadworthiness of vehicles as follows:

5. A fine ranging from VND 3,000,000 to VND 4,000,000 shall be imposed for any of the following offences:
a) Operating a vehicle with a certificate of technical and environmental safety inspection or technical and environmental safety inspection stamp that has expired for less than 01 month (including trailer and semi-trailer);
b) Operating a vehicle without a decent or functional and conformable brake system (including trailer and semi-trailer).
6. A fine ranging from VND 4,000,000 to VND 6,000,000 shall be imposed for any of the following offences:
a) Operating a vehicle with a license plate other than that specified in the certificate of vehicle registration or with a license plate that is not issued by a competent authority (including trailer and semi-trailer);
b) Using a certificate of technical and environmental safety inspection or stamp of technical and environmental safety or certificate of vehicle registration that is not issued by a competent authority or is falsified; using a certificate of vehicle registration on which the vehicle’s chassis or engine number is incorrect (including trailer and semi-trailer);
c) Operating a vehicle without a certificate of technical and environmental safety inspection or technical and environmental safety inspection stamp (if required, except for temporarily registered vehicles) or with one that has expired for 01 month or more (including trailer and semi-trailer);
d) Operating a vehicle without an adequate quantity of license plates or with an improperly positioned license plate; with a license plate on which the letters and numbers are not distinct; altering the letters or numbers on the license plates by paint or sticker or changing color of the letters, numbers and background of the license plates (including trailer and semi-trailer).

As regulations above, a fine ranging from VND 3,000,000 to VND 4,000,000 shall be imposed for operating vehicles exceeding inspection deadline under 01 month in Vietnam.
In addition, drivers of vehicles with expired registration will also be subject to additional penalties such as revocation of the right to use their driver's license from 01 month to 03 months according to the provisions of Point a, Clause 6, Article 16 of Decree 100/2019/ND-CP, amended by Clause 9, Article 2 of Decree 123/2021/ND-CP.
