What are regulations on function of recording and storing data on device for driver training management in Vietnam?
In Section 2.1.5 Section 2 National technical regulations on devices to monitor time and distance for driving practice lessons issued together Notification Circular 37/2020/TT-BGTVT regulates function of recording and storing data on the device of devices serving driver training management as follows:
Devices to monitor driving practice time and distance must record and store data in the device memory with the following minimum information:
2.1.5.1. Information about teachers and students
- Student identification information via card code or fingerprint and facial image.
- Teacher identification information via card code or fingerprint.
- The starting and ending time and coordinates of each student's driving practice session.
- Accumulated practice time and distance and practice time and distance per day for each student.
2.1.5.2. Vehicle itinerary information and student face authentication results
- Vehicle journey (time, coordinates, speed) with a frequency of recording and storing no more than every 30 seconds when the vehicle is in a practice session.
- Student face authentication results (correct, incorrect) with a frequency of recording and storing no more than every 5 minutes when the vehicle is occupied by a student practicing.
- Photo taken at the time of successful login and logout. The photo taken at the time the device detects the student's face and identification via card or fingerprint is not the same person.

What are standards for device's data transmission function to the server for driver training management in Vietnam?
In Section 2.1.6 Section 2 National technical regulations on devices to monitor time and distance for driving practice lessons issued together Notification Circular 37/2020/TT-BGTVT regulates function of transmitting data to the server of the device for driver training management as follows:
- Data as prescribed in section 2.1.5 of this Regulation must be transmitted to the management server with a frequency of no more than every 5 minutes when the vehicle is in a practice session and managed and stored according to the provisions in section 2.6 of this Regulation.
- In case of loss of connection to the server due to transmission interruption, the Device to monitor driving practice time and distance must send back all previously recorded data to the server immediately after the transmission line resumes, in chronological order (allows sending old data and current data in parallel).
What are hardware requirements for driver training management equipment in Vietnam?
In Subsection 2.2 Section 2 National technical regulations on devices to monitor time and distance for driving practice lessons issued together Notification Circular 37/2020/TT-BGTVT stipulates hardware requirements of devices serving driver training management as follows:
The Device to monitor driving practice time and distance must have a hard casing, ensuring normal operation in the vehicle's working environment, ensuring no loss or change of data recorded and stored at the Device to monitor driving practice time and distance. The structure of Device to monitor driving practice time and distance must have the following parts:
- Microprocessor;
- Image acquisition unit (camera): minimum resolution HD (1280 x 720 pixels), takes clear images in all lighting conditions;
- System login and logout department to identify students (via card reader or fingerprint reader);
- GNSS signal receiver:
- Mobile telecommunications signal transceiver, at least 3G technology;
- Display and warning parts: screen (minimum size 7 inches), signal lights, speakers;
- Memory ensures capacity to store data for at least the most recent 30 days of information specified in section 2.1.5 of this Regulation;
- Real-time clock is synchronized with satellite time (when there is a satellite signal) and calibrated according to Vietnam time;
- Have at least one USB standard connection port to extract data from the Device to monitor driving practice time and distance as prescribed in section 2.1.5 of this Regulation.
Best regards!
