Hello. I have the following question: Next week, I have a job in Hanoi, so I'm about to fly, but unfortunately I don't have a citizen's identity card or proof at all, so I can go to the ward police authority to get a certificate of personal identification to travel by plane? Can I use a copy of my child's birth certificate for my child to travel by plane?

In Section 2, Part 1, Appendix XIV issued together with Circular 13/2019/TT-BGTVT, as amended by Clause 83, Article 1 of Circular 41/2020/TT-BGTVT, stipulates as follows:
2. Passengers aged full 14 years or older when checking in for domestic flights must present:
a) Regarding a passenger holding foreign nationality: foreign passport or laissez-passer, separate visa; diplomatic identity card issued by the Ministry of Foreign Affairs to members of diplomatic missions, consular missions and representative offices of international organizations; permanent residence card, temporary resident card; driver's license; airport/aerodrome security control badge with long-term use; Vietnamese airline’s identification badge. If the passenger has lost his/her passport, there must be a diplomatic note issued by the diplomatic mission or consular mission of the passenger’s country of nationality or an official dispatch of the Department of External Relations (certified by the local police authority of the area where his/her passport is lost) on certification of his/her personal identification and loss of passport. The official dispatch or official dispatch must include a photo and joint-page seal. The diplomatic note and official dispatch is valid for 30 days from the date of certification;
b) For passengers with Vietnamese nationality, they must present one of the following documents: passport or travel document, separate visa, permanent, temporary residence card, identity cards, certificates of the people's police, the people's army; National Assembly deputies card; Party membership card; Journalist card; driving license for cars and motorcycles; card of the National Civil Aviation Security Committee; airport and aerodrome security control cards have long-term use value; identification cards of Vietnamese airlines;Certificate of identity certified by the police of the ward or commune where he/she permanently or temporarily resides (the certificate contains the following information: certifying agency, certifying person; date, month and year); full name, date of birth, gender, hometown, place of permanent residence of the certified person; reason for confirmation The certification has a photo, a border stamp and is only valid for 30 days from the date of confirmation); a certificate of the competent authority certifying that the passenger is a person who has just finished serving the sentence.
According to this Article, if you do not have a citizen ID or identity card, you can still travel by plane with a certificate of personal identification certified by the police of the ward or commune where you permanently or temporarily reside in Vietnam.
Note that on the certificate, there must be information showing the following contents: certifying agency, certifying person for you; date, month, year of confirmation; your full name, date of birth, gender, hometown, place of permanent residence; confirmation reason in Vietnam.
Can a copy of a birth certificate be used to travel by plane in Vietnam?
According to Section 5, Part 1, Appendix XIV issued together with Circular 13/2019/TT-BGTVT has the following provisions:
5. The passenger's documents used when traveling on an aircraft specified in Clauses 1, 2, 3 and 4 of this Appendix must satisfy the following conditions:
a) Be the original and still valid for use;
b) For birth certificates, birth certificates must be originals or certified copies as prescribed by law;
c) The papers specified in Clauses 1, 2, 3, 4 of this Appendix are not accepted if the papers do not contain photos or the photos are not as prescribed by law, except for birth certificates, birth certificates, and papers of agencies to prove the deportation.
Thus, when you travel by plane with small children, you can use the original birth certificate or a copy of birth certificate but must be certified as prescribed by law to get on the plane in Vietnam.
What is aviation security inspection of checked baggage of passengers on plane in Vietnam?
Pursuant to Article 45 of Circular 13/2019/TT-BGTVT stipulating aviation security inspection of checked baggage, according to which:
1. After completing check-in and security check procedures, checked baggage of departure, transfer and transit passengers shall be continuously inspected using CCTV cameras or directly inspected by the aviation security control staff or inspected using the two aforementioned measures until the baggage is carried on board. It is not allowed to let unauthorized persons approach checked baggage.
2. Checked baggage carousels and checked baggage handling areas shall be controlled and inspected using CCTV cameras or directly inspected by the aviation security control staff or inspected using the two aforementioned measures. It is not allowed to let unauthorized persons approach these areas.
3. Ground handling service providers shall take measures to prevent the loss of property in checked baggage and prevent checked baggage that is denied transport from being put on conveyor belts or baggage trucks.
4. If checked baggage is torn or broken, zippers on it come apart, it no longer remains intact before being loaded onto the aircraft or is suspected of being subjected to unlawful interference, a security re-check shall be conducted. The security re-check shall be recorded. Responsibilities of organizations and individuals for ensuring integrity of baggage, and procedures for managing, inspecting and handling baggage that is no longer intact before being loaded onto the aircraft or is suspected of being subjected to unlawful interference shall be defined in ASPs and ASRs of enterprises.
With this regulation in Vietnam, the checked baggage of passengers when traveling by plane will be inspected for aviation security according to the above order.
