Information about the Field of Management of Training and Coaching of ANS Personnel will be added in the Safety Monitoring Card for Flight Operations from July 15, 2024 in Vietnam
On May 29, 2024, the Minister of Transport of Vietnam issued Circular 15/2024/TT-BGTVT amending and supplementing several provisions of Circular 19/2017/TT-BGTVT dated June 6, 2017, by the Minister of Transport on the management and assurance of flight operations.
At point i, clause 1, Article 263 of Circular 19/2017/TT-BGTVT (amended by clause 55, Article 1 of Circular 32/2021/TT-BGTVT, and supplemented by clause 2, Article 1 of Circular 15/2024/TT-BGTVT), regulations about the flight operations safety supervisor are stipulated as follows:
Flight Operations Safety Supervisor
- Flight Operations Safety Supervisors affiliated with the Civil Aviation Authority of Vietnam, the airport authorities, are granted supervision cards by the Civil Aviation Authority of Vietnam to perform their tasks, including one or more specific fields as follows:
a) Flight Operations Management (AN);
b) ATM;
c) CNS;
d) Aeronautical Meteorology (MET);
dd) Aeronautical Information Services (AIS);
e) Search and Rescue (SAR);
g) Flight Procedures (PANS-OPS);
h) Aeronautical Charts/Maps (MAP/CHART); aeronautical data.
i) Management of Training and Instruction for ANS Staff (ANS PEL).
Thus, from July 15, 2024, Flight Operations Safety Supervisors affiliated with the Civil Aviation Authority of Vietnam, the airport authorities, are granted supervision cards by the Civil Aviation Authority of Vietnam to manage the training and instruction of ANS staff (ANS PEL).

What are the requirements for qualifications and experience for Flight Operations Safety Supervisors in Vietnam?
According to clause 2, Article 263 of Circular 19/2017/TT-BGTVT, the qualifications and experience requirements for flight operations safety supervisors are stipulated as follows:
- At least 5 years in one of the positions related to the field assigned for supervision such as organization and use of airspace; flight permission; flight planning; air traffic control; CNS; aeronautical meteorology; aeronautical information services; search and rescue; flight procedures, and flight regulations;
- Trained in safety policies, inspection, supervision, and approval in the field of flight operations; holding certificates of training courses on safety and flight operations safety supervision at training facilities recognized by or certified by the Civil Aviation Authority of Vietnam;
- Proficient in English (reading, comprehension, speaking, and listening).
In what cases will a Flight Operations Safety Supervisor in Vietnam have their card revoked?
According to clause 6, Article 263 of Circular 19/2017/TT-BGTVT, cases of revocation of the flight operations safety supervisor card are stipulated as follows:

Flight operations safety supervisors must wear the supervision card while performing their duties and are responsible for their activities. The Civil Aviation Authority of Vietnam issues the flight operations safety supervision card to flight operations safety supervisors.
The form of the flight operations safety supervision card is specified in Appendix VII issued with this Circular. The card is valid for 5 years. The individual granted the flight operations safety supervisor card has their card revoked in the following cases:
a) No longer meeting the requirements specified in clause 2 of this Article;
b) No longer assigned to continue performing the duties of a flight operations safety supervisor;
c) Violating the regulations of the law concerning the management of flight operations safety.
Thus, a flight operations safety supervisor has their card revoked in the following cases:
- No longer meeting the requirements:
+ At least 5 years in one of the positions related to the field assigned for supervision such as organization and use of airspace; flight permission; flight planning; air traffic control; CNS; aeronautical meteorology; aeronautical information services; search and rescue; flight procedures, and flight regulations;
+ Trained in safety policies, inspection, supervision, and approval in the field of flight operations; holding certificates of training courses on safety and flight operations safety supervision at training facilities recognized by or certified by the Civil Aviation Authority of Vietnam;
+ Proficient in English (reading, comprehension, speaking, and listening).
- No longer assigned to continue performing the duties of a flight operations safety supervisor;
- Violating the regulations of the law concerning the management of flight operations safety.
