From January 1, 2025, what are regulations on replacement of driver licenses in Vietnam?
According to the provisions of Article 62 of the Law on Road Traffic Order and Safety 2024, the replacement of driver licenses in Vietnam from January 1, 2025, is stipulated as follows:
- Individuals with driver licenses may have their licenses renewed or reissued in the following cases:
+ The driver license is lost;
+ The driver license is damaged and unusable;
+ Before the expiration date stated on the driver license;
+ Change of information recorded on the driver license;
+ Foreign driver licenses issued by competent foreign authorities that are still valid;
+ driver licenses issued by the Ministry of National Defense, Ministry of Public Security upon request or when the license holder no longer performs defense or security duties.
- Encouraged to convert indefinite-term driver licenses issued before July 1, 2012, to those in accordance with the provisions of this Law.
- Not renewing, reissuing, or issuing driver licenses to individuals violating road traffic order and safety laws until they fulfill the requirements of competent state authorities regarding the resolution of administrative violations in the field of road traffic order and safety.
Additionally, based on Article 89 of the Law on Road Traffic Order and Safety 2024, it is stipulated that, in cases where individuals possess driver licenses issued before January 1, 2025, and wish to renew or reissue them, the following will apply:
[1] Category A1 driver licenses are renewed or reissued to a Category A license, with the restriction of only operating two-wheeled motorcycles with a cylinder capacity of under 175 cm³ or an electric motor power of under 14 kW.
[2] Category A2 driver licenses are renewed or reissued to a Category A license.
[3] Category A3 driver licenses are renewed or reissued to a Category B1 license.
[4] Category A4 driver licenses are renewed or reissued to a certificate for operating specialized machinery for individuals operating tractors with a load capacity of up to 1,000 kg and a legal knowledge enhancement certificate for road traffic for individuals operating specialized machinery.
[5] Category B1 automatic driver licenses are renewed to a Category B license, with the restriction of only operating automatic transmission cars.
[6] Category B1, B2 driver licenses are renewed or reissued to a Category B or Category C1 license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity of up to 3,500 kg.
[7] Category C driver licenses remain the same and are renewed or reissued along with a certificate for operating specialized machinery for individuals operating tractors with a load capacity over 3,500 kg.
[8] Category D driver licenses are renewed or reissued to a Category D2 license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity over 3,500 kg.
[9] Category E driver licenses are renewed or reissued to a Category D license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity over 3,500 kg.
[10] Category FB2 driver licenses are renewed or reissued to a Category BE or Category C1E license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity up to 3,500 kg.
[11] Category FC driver licenses are renewed or reissued to a Category CE license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity over 3,500 kg.
[12] Category FD driver licenses are renewed or reissued to a Category D2E license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity over 3,500 kg.
[13] Category FE driver licenses are renewed or reissued to a Category DE license and a certificate for operating specialized machinery for individuals operating tractors with a load capacity over 3,500 kg.

What is the age requirement for obtaining a driver license in Vietnam from January 1, 2025?
Based on Article 59 of the Law on Road Traffic Order and Safety 2024, the age requirements for obtaining a driver license in Vietnam are as follows:
- Individuals aged 16 years and older are permitted to operate motorcycles.
- Individuals aged 18 years and older are eligible for Category A1, A, B1, B, C1 driver licenses and granted a certificate on legal knowledge about road traffic regulations for operating specialized machinery on the road.
- Individuals aged 21 years and older are eligible for Category C, BE driver licenses.
- Individuals aged 24 years and older are eligible for Category D1, D2, C1E, CE driver licenses.
- Individuals aged 27 years and older are eligible for Category D, D1E, D2E, DE driver licenses.
- The maximum age for drivers of passenger vehicles (including buses) with more than 29 seats (excluding the driver's seat) and sleeper buses is 57 years for males and 55 years for females.
Who are required to undergo training for upgrading their driver licenses in Vietnam?
According to Article 60 of the Law on Road Traffic Order and Safety 2024, the training for upgrading driver licenses applies to the following individuals:
- Upgrading from a Category B to a Category C1 or to a Category C or to a Category D1 or to a Category D2.
- Upgrading from a Category C1 to a Category C or to a Category D1 or to a Category D2.
- Upgrading from a Category C to a Category D1 or to a Category D2 or to a Category D.
- Upgrading from a Category D1 to a Category D2 or to a Category D.
- Upgrading from a Category D2 to a Category D.
- Upgrading from Category B to Category BE, from Category C1 to Category C1E, from Category C to Category CE, from Category D1 to Category D1E, from Category D2 to Category D2E, from Category D to Category DE.
Note: The Law on Road Traffic Order and Safety 2024 takes effect in Vietnam from January 1, 2025.
