Decree No. 15/2025/ND-CP on the management, utilization, and exploitation of railway infrastructure assets in Vietnam
On February 3, 2025, the Government of Vietnam promulgated Decree 15/2025/ND-CP regulating the management, use, and exploitation of railway infrastructure assets invested and managed by the State, including:
- National railway infrastructure assets
- Urban railway infrastructure assets
Decree 15/2025/ND-CP does not adjust for:
- Railway infrastructure assets under the unit of the people's armed forces. The management, use, and exploitation of railway infrastructure assets under the unit of the people's armed forces shall comply with the provisions of the law on the management and use of public assets at the unit of the people's armed forces, railway laws, and other relevant laws.
- Headquarters of state agencies in the railway station area. The management and use of these assets shall comply with the provisions of the law on the management and use of public assets applicable to public assets serving the management and activities of state agencies.
- Railway infrastructure assets managed by other entities according to legal provisions and railway infrastructure assets invested and managed by the State but sold, transferred, or counted into the enterprise’s value upon equitization. The management, use, and exploitation of railway infrastructure assets in this case shall comply with the provisions of railway laws and other relevant laws.
Decree 15/2025/ND-CP takes effect from February 3, 2024.

What does railway infrastructure assets in Vietnam include?
Based on Article 11 of the Railway Law 2017 on railway infrastructure assets:
Article 11. Railway Infrastructure Assets
- Railway infrastructure assets include:
a) Railway infrastructure assets directly related to train operations, including railway works, railway construction works, or other auxiliary works directly used for train operations, passenger boarding and alighting, and cargo loading and unloading;
b) Railway infrastructure assets not directly related to train operations, which are railway infrastructure assets not specified at point a of this clause.
- Responsibilities for managing railway infrastructure assets invested by the State:
a) The Government of Vietnam performs the function of representing the owner, uniformly managing railway infrastructure assets according to the provisions of the law on the management and use of public assets;
b) The Ministry of Transport performs the tasks and powers of representing the owner concerning national railway infrastructure assets;

Railway infrastructure assets include:
(1) Railway infrastructure assets directly related to train operations, including railway works, railway construction works, or other auxiliary works directly serving train operations, passenger boarding and alighting, and cargo loading and unloading.
(2) Railway infrastructure assets not directly related to train operations, which are railway infrastructure assets not specified in point (1).
What does the dossier for the management of national railway infrastructure assets in Vietnam include?
Based on Article 11 of Decree 15/2025/ND-CP on the national railway infrastructure asset management dossier:
Article 11. National Railway Infrastructure Asset Management Dossier
- The management dossier includes:
a) Documents related to the formation and changes of railway infrastructure assets under the provisions of this Decree and other relevant laws; legal documents regarding land associated with railway infrastructure (if any) for cases where land has been allocated or leased by competent authorities under the provisions of land law.
b) Declaration reports; reports on the management, use, and exploitation of railway infrastructure assets as prescribed in this Decree.
c) Data in the Database on railway infrastructure assets as stipulated in this Decree.
- Enterprises managing railway assets are responsible for preparing, managing, and storing dossiers on assets as prescribed for the dossiers specified in clause 1 of this Article, and implementing policy reports following the provisions of this Decree.
Responsibilities for preparing, managing, and storing dossiers regarding the investment, expansion, upgrading, renovation of railway infrastructure assets are conducted following the provisions of construction law, railway law, and other related laws.
Accordingly, the national railway infrastructure asset management dossier includes:
- Documents related to the formation and changes of railway infrastructure assets
- Legal documents regarding land associated with railway infrastructure (if any) for cases where land has been allocated or leased by competent authorities under land law.
- Declaration reports; reports on the management, use, and exploitation of railway infrastructure assets
- Data in the Database on railway infrastructure assets
