On November 15, 2024, the Minister of Transport of VIetnam issued Circular 47/2024/TT-BGTVT stipulating the procedures for:
- Initial inspection and exemption from initial inspection for motor vehicles and specialized motor vehicles
- Certification of technical safety and environmental protection for modified motor vehicles and modified specialized motor vehicles
- Emission inspection for motorcycles and mopeds.
Circular 47/2024/TT-BGTVT applies to organizations and individuals involved in activities related to:
- Initial inspection and exemption from initial inspection for motor vehicles and specialized motor vehicles
- Certification of technical safety and environmental protection for modified motor vehicles and modified specialized motor vehicles
- Emission inspection for motorcycles and mopeds
Circular 47/2024/TT-BGTVT does not apply to motor vehicles and specialized motor vehicles under the management of the Ministry of National Defense and the Ministry of Public Security.
Circular 47/2024/TT-BGTVT takes effect from January 1, 2025.

What documents are required to request an exemption from the first inspection for motor vehicles and specialized motor vehicles in Vietnam?
According to Article 5 of Circular 47/2024/TT-BGTVT, the application includes:
Article 5. Application
Application for exemption from the initial inspection for motor vehicles and specialized motor vehicles includes the documents required to be submitted and presented as follows:
- Documents to be submitted
a) Chassis number and engine number imprint of the vehicle;
b) Copy of the quality check certificate of the factory release (for vehicles manufactured or assembled domestically).
- Documents to be presented
a) Vehicle registration documents include one of the following: original vehicle registration certificate; certified copy or electronic copy certified from the original vehicle registration certificate; original appointment letter for the issuance of vehicle registration certificate.

- Vehicle registration documents include one of the following:

- Certificate of inspection result validity (original or certified copy or electronic copy certified from the original) for:
+ Cargo lifting devices with a design lift capacity of 1,000 kg or more
+ Personnel lifting devices with a maximum lift height greater than 2.0 m
+ Tank trucks transporting liquefied gases, liquefied petroleum gases, compressed natural gases, or liquids with a working pressure higher than 0.7 bar or powders or solids under no pressure but discharged using gases with a pressure higher than 0.7 bar as prescribed

The vehicle owner shall submit directly at the inspection facility, through the postal system, or through the online system one set of inspection application including the documents required to be submitted and presented as follows:
- Documents to be submitted
a) Written request for inspection outside the inspection facility according to form number 02 of Appendix VII issued with this Circular (for cases where the vehicle owner makes a request);
b) Chassis number and engine number imprint of the vehicle;
c) Copy of the quality check certificate of the factory release (for vehicles manufactured or assembled domestically);
d) Original certificate of vehicle modification (for modified vehicles).
