On November 15, 2024, the Minister of Transport of Vietnam issued Circular 46/2024/TT-BGTVT prescribing procedures for new issuance, reissuance, temporary suspension, and revocation of certificates of eligibility for motor vehicle inspection operations at motor vehicle inspection establishments, motorcycle, and moped emission inspection facilities.
Circular 46/2024/TT-BGTVT applies to organizations and individuals involved in motor vehicle inspection activities, motorcycle, and moped emission inspection activities.
Circular 46/2024/TT-BGTVT does not apply to organizations and individuals involved in motor vehicle inspection activities, motorcycle, and moped emission inspection activities under the management of the Ministry of National Defense and the Ministry of Public Security.
Circular 46/2024/TT-BGTVT takes effect from January 1, 2025.

- The application as per the form specified in Appendix I issued with this Circular, accompanied by information about the motor vehicle inspection establishment;
- A drawing of the general floor plan and the workshop layout with inspection lines, showing all inspection positions, inspection equipment, and inspection support equipment;
- Evaluation results, certification of the motor vehicle inspection establishment in accordance with the national technical regulations on facilities, technology, and location of motor vehicle inspection establishments, and motorcycle and moped emission inspection facilities by a conformity assessment organization (this dossier component applies when there is a conformity assessment organization);

Are motor vehicles participating in road traffic in Vietnam required to undergo inspection?
According to Article 42 of the Law on Road Traffic Order and Safety 2024 on ensuring technical safety and environmental protection for motor vehicles and specialized equipment participating in road traffic:
Article 42. Ensuring technical safety and environmental protection for motor vehicles and specialized equipment participating in road traffic
1. Motor vehicles and specialized equipment participating in road traffic must be inspected as prescribed by law.
- Motorcycle and moped inspections only apply to emission checks. Emission inspections are conducted in accordance with environmental protection laws at emission inspection facilities that meet the national technical standards.
- Motor vehicles and specialized equipment with certifications on technical safety and environmental protection from registration authorities or production-line inspection certifications from manufacturers are not required to be inspected when moving from ports of entry, production, and assembly sites to warehouses, ports, stores, or vice versa.
- Inspections for technical safety and environmental protection of motor vehicles and specialized equipment are conducted by inspectors and certification provided by registration establishments.
