Circular 36/2024/TT-BGTVT on the management of transportation activities by automobile and the operation of bus stations, parking lots, rest stops in Vietnam
On November 15, 2024, the Minister of Transport of Vietnam issued Circular 36/2024/TT-BGTVT on the organization and management of passenger and goods transportation activities by automobile, the operation of bus stations, parking areas, rest stops, and bus stops, as well as the procedures for putting bus stations and rest stops into operation.
Circular 36/2024/TT-BGTVT applies to agencies, organizations, and individuals related to the operation of passenger and goods transport activities by automobile, bus stations, parking areas, rest stops, and bus stops.
Circular 36/2024/TT-BGTVT is effective from January 01, 2025.

What information must fixed-route passenger transport automobiles in Vietnam display?
Based on Article 8 of Circular 36/2024/TT-BGTVT regulating fixed-route passenger transport automobiles:
Article 8. Regulations for fixed-route passenger transport automobiles
- Adhere to and maintain business conditions for fixed-route passenger transport automobiles during transportation business activities on fixed routes.
2. Display information as stipulated in Clause 4 Article 7 of this Circular.
- The number, quality, and arrangement of seats and beds in the vehicle must comply with the vehicle's design; sequentially number them from left to right in rows and from the front to the back of the vehicle.
- Vehicles must be equipped with escape tools; ensure fire safety conditions for motor vehicles as stipulated in Decree No. 136/2020/ND-CP dated November 24, 2020, of the Government of Vietnam detailing certain articles and measures for the implementation of the Law on Fire Prevention and Fighting and the Law amending and supplementing certain articles of the Law on Fire Prevention and Fighting (amended and supplemented by Decree No. 50/2024/ND-CP dated May 10, 2024, of the Government of Vietnam).

Thus, fixed-route passenger transport automobiles must display the following information:
- Display on the front windshield: the names of the departure and arrival bus stations; the minimum letter height is 06 cm.
- Display on the exterior sides of the vehicle or on both vehicle doors: the name and contact phone number of the transport business unit with a minimum size: 20 cm in length and 20 cm in width; the declared ticket prices (fares).
- Display inside the vehicle: vehicle registration plate number (vehicle control plate), declared ticket prices (fares), travel itinerary, passenger service details on the journey, free baggage allowance, hotline contact numbers of the transport business unit, and the Department of Transport that issued the badge.
What is road transport activity according to the law in Vietnam?
Based on Article 56 of Law on Road Traffic 2024, regulating road transport activity:
Article 56. Road transport activity
- Road transport activity involves organizations or individuals using rudimentary vehicles and motor vehicles to transport people and goods on domestic and international roads. Road transport activity includes transport business activities and internal transport activities.
- Domestic road transport activity is the transport activity conducted by organizations or individuals using rudimentary vehicles and motor vehicles to transport people and goods on roads within the territory of Vietnam.
- International road transport activity is conducted by organizations or individuals using motor vehicles to transport people and goods between Vietnam and other countries. International road transport activity must comply with the provisions of this Law, legal provisions on road traffic safety and order, and conform to international treaties to which the Socialist Republic of Vietnam is a member. Motor vehicles conducting international road transport business from other countries are not allowed to transport people and goods whose starting and ending points are both located within the territory of Vietnam.
- Road transport business is conducted by organizations or individuals (hereinafter referred to as transport business units) utilizing rudimentary vehicles and motor vehicles to provide road transport services for people and goods for profit.

According to the above regulations, road transport activity involves organizations or individuals using rudimentary vehicles and motor vehicles to transport people and goods on domestic and international roads. Road transport activity includes transport business activities and internal transport activities.
