What is level of tuition fee for public education and training institution for academic year 2022-2023 in Vietnam?

Pursuant to the provisions in Section 1 of Resolution 165/NQ-CP in 2022, stipulating the tuition fee rates for institutions that have not yet been able to cover their own recurrent expenditures in academic year 2022-2023 as follows:

To continue providing timely support to students, low-income and disadvantaged households, stabilizing prices and controlling inflation, contributing to economic recovery and stable life. of the people, the Government requires ministries, branches and localities to direct education and training institutions under their management to keep the tuition fee rates stable in the 2022-2023 school year can be as follows:

1. For tuition fees of public preschool and general education institutions:

a) For educational institutions that have not been able to cover their own recurrent expenditures: Keep the tuition fee rate of the 2022-2023 school year equal to the tuition fee rate of the 2021-2022 school year issued by the Provincial People's Council. In case the locality increases tuition fees for the 2022 - 2023 school year, the local budget will ensure the additional difference compared to the tuition fee collection for the 2021 - 2022 school year. The level of support for each educational institution is considered by the locality. 

According to this Article, for educational institutions that have not been able to cover their own recurrent expenses, the tuition fee collection rate for the 2022-2023 school year will be stable, equal to the tuition fee rate for the 2021-2022 school year issued by the Provincial People's Council. 

In case the locality increases tuition fees for the 2022-2023 school year, the local budget will ensure the additional difference compared to the tuition fee collection for the 2021-2022 school year. The level of support for each educational institution is considered by the locality. 

What is tuition fee rate for educational institutions that self-finance recurrent expenditures and investment expenditures for academic year 2022-2023 in Vietnam?

Pursuant to the provisions of Section 1 of Resolution 165/NQ-CP in 2022, stipulating tuition fee rates applicable to educational institutions that self-finance their recurrent expenditures, educational institutions that self-finance their recurrent and capital expenditures. The fourth quarter of academic year 2022-2023 is as follows:

b) For educational institutions self-financing recurrent expenditures, educational institutions self-financing recurrent expenditures and investment expenditures: The educational institution shall establish the tuition fee collection on the basis of economic-technical norms, cost norms, and submit them to the People's Committee for proposal to the People's Council of the province for consideration and approval.

According to this Article, educational institutions self-finance recurrent expenditures, educational institutions self-financed recurrent expenditures and investment expenditures: Educational institutions establish tuition fees on the basis of economic-technical norms, cost norms, and submit them to the People's Committee to request the People's Council of the province to consider and approve in Vietnam.

How much is tuition fee for higher education institutions and public vocational education institutions for academic year 2022-2023 in Vietnam?

Pursuant to the provisions in Section 2 of Resolution 165/NQ-CP in 2022, stipulating the tuition fees for higher education institutions and public vocational education institutions in academic year 2022-2023 as follows: 

2. For tuition fees of higher education institutions and public vocational education institutions: To keep the tuition fee rate for the 2022 - 2023 school year equal to the tuition fee for the 2021 - 2022 school year set by the institution. Department of Education promulgated under the provisions of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government stipulating the mechanism of collection and management of tuition fees for educational institutions under the national education system and policies on tuition fee exemption and reduction, support for study expenses; services in the field of education and training. The State shall provide compensation for tuition fee exemption and reduction according to the tuition fee ceiling for the 2021-2022 school year specified in Decree No. 81/2021/ND-CP.

According to this Article, higher education institutions and public vocational education institutions: Keep the tuition fee rate for the 2022-2023 school year equal to the tuition fee for the 2021-2022 school year issued by the educational institution according to the regulations on Decree No. 81/2021/ND-CP in Vietnam.

The State shall provide compensation for tuition fee exemption and reduction according to the tuition fee ceiling for the 2021-2022 school year as stipulated in Decree 81/2021/ND-CP in Vietnam.

What are guidelines for academic year 2022-2023 tuition support guarantee activity in Vietnam?

Pursuant to the provisions in Section 3 of Resolution 165/NQ-CP in 2022, providing for activities to ensure tuition payment support for the academic year 2022 - 2023, according to which:

3. Localities are encouraged to arrange and mobilize legal resources to support the payment of tuition fees for the academic year 2022 - 2023 for pupils and students who are studying in relevant training disciplines and professions. Human resource needs for industries affected by the Covid-19 epidemic and socio-economic recovery in the spirit of Resolution No. 11/NQ-CP of the Government dated January 30, 2022 on the recovery program and socio-economic development.
