Which groups are eligible for priority points in 10th grade enrollment in Vietnam?
Based on Clause 2, Article 7 of the Regulations on Enrollment in Secondary Schools and High Schools, issued together with Circular 11/2014/TT-BGDDT (amended and supplemented by Article 1 of Circular 18/2014/TT-BGDDT and Clause 4, Article 1 of Circular 05/2018/TT-BGDDT), the following provisions are stipulated:
Direct admissions, priority and encouragement policies
...
2. Subjects eligible for priority points.
The Department of Education and Training determines the additional points for each group of subjects eligible for priority points, with a point difference of 0.5 between the next prioritized groups, calculated on a 10-point scale, including:
a) Group 1:
- Children of martyrs;
- Children of war invalids with a disability rating of 81% or above;
- Children of sick soldiers with a disability rating of 81% or above;
- Children of individuals issued with a "Certificate of Policy Beneficiary as a Disabled Veteran" with a disability rating of 81% or above.
- Children of individuals involved in the resistance war and exposed to chemical toxins;
- Children of revolutionaries before January 1, 1945;
- Children of revolutionaries from January 1, 1945, to the August Revolution in 1945.

As regulations above, the following groups are eligible for priority points in 10th grade enrollment:
[1] Group 1:
- Children of martyrs;
- Children of war invalids with a disability rating of 81% or above;
- Children of sick soldiers with a disability rating of 81% or above;
- Children of individuals issued with a "Certificate of Policy Beneficiary as a Disabled Veteran" with a disability rating of 81% or above.
- Children of individuals involved in the resistance war and exposed to chemical toxins;
- Children of revolutionaries before January 1, 1945;
- Children of revolutionaries from January 1, 1945, to the August Revolution in 1945.
[2] Group 2:
- Children of Armed Forces heroes, children of Labor heroes, children of Vietnamese Heroic Mothers;
- Children of war invalids with a disability rating below 81%;
- Children of sick soldiers with a disability rating below 81%;
- Children of individuals issued with a "Certificate of Policy Beneficiary as a Disabled Veteran" with a disability rating below 81%.
[3] Group 3:
- Individuals with a parent belonging to an ethnic minority;
- Ethnic minorities;
- Students living and studying in areas with particularly difficult economic and social conditions.
What documents are required for 10th grade enrollment application in Vietnam?
Based on Article 6 of the Regulations on Enrollment in Secondary Schools and High Schools, issued together with Circular 11/2014/TT-BGDDT (amended by Article 2 of Circular 05/2018/TT-BGDDT), the 10th grade enrollment application for the academic year 2024-2025 includes the following 5 types of documents:
- Valid copy of birth certificate;
- Graduation certificate, copy of graduation certificate, or temporary high school graduation certificate;
- Transcript of grades from lower secondary school;
- Confirmation of priority status issued by authorized agencies (if applicable);
- Confirmation issued by the Commune People's Committee (for students who have graduated from lower secondary school in previous academic years) indicating no imprisonment, non-custodial rehabilitation, or legal violations during the period.
