Official: Candidates confirm online university admission from August 22, 2023?
On August 8, 2023, the Ministry of Education and Training issued Official Dispatch 3996/BGDDT-GDDH in 2023 on the implementation of university enrollment; college enrollment in Early Childhood Education in 2023.
In Official Dispatch 3996/BGDDT-GDDH in 2023, the Ministry of Education and Training provided guidance on the time for admission confirmation and enrollment as follows:
- All candidates must confirm their admission online on the System, from August 22 to before 5:00 PM on September 6, 2023.
- Educational institutions are not allowed to require candidates to confirm their admission or enroll before August 22, 2023.
- Admission confirmation and enrollment must not be concluded before 5:00 PM on September 6, 2023 (including for programs in partnership with foreign institutions).

In what cases can educational institutions still consider admitting candidates who do not confirm enrollment within the prescribed time limit?
Article 21 of the Higher Education Enrollment Regulations and Early Childhood Education College Enrollment issued with Circular 08/2022/TT-BGDDT specifies the treatment of candidates who do not confirm their university admission within the time limit as follows:
Notification of results and admission confirmation
Educational institutions send admission notices to successful candidates, specifying the necessary procedures for the candidates when enrolling and the enrollment method.
Candidates confirm their admission online on the system before enrolling at the educational institution.
For candidates who do not confirm admission within the prescribed time limit:
a) If there is no valid reason, they are considered to have declined admission, and the educational institution has the right not to admit them;
b) If due to illness or accident, with certification from a district-level hospital or higher, or due to natural disasters with certification from the district-level People's Committee or higher, the educational institution shall consider whether to admit the candidate or reserve the admission result for later enrollment;
c) If due to mistakes or errors by the enrollment staff or the candidate themselves, the educational institution shall proactively cooperate with relevant individuals and organizations to review the evidence and decide whether to admit the candidate or reserve the admission result for later enrollment.
- Candidates who have confirmed their admission to one educational institution are not allowed to participate in enrollment at other places or in additional enrollment rounds, unless permitted by the educational institution.
Thus, candidates who do not confirm admission within the prescribed time limit can still be considered by the educational institution for admission in the following cases:
- Due to illness, accident, with certification from a district-level hospital or higher, or due to natural disasters with certification from the district-level People's Committee or higher;
- In the case of mistakes or errors by the enrollment staff or the candidate themselves.
When is the registration time for additional enrollment into universities?
In Subsection 9, Section 1 of Official Dispatch 1919/BGDDT-GDDH in 2023, the guidance on the time for organizing additional enrollment at universities is as follows:
For Candidates

- From September 7, 2023, to December 2023, candidates wishing to apply for additional enrollment rounds of educational institutions shall follow the enrollment scheme posted on the admission information website of the educational institution (if the educational institution conducts additional enrollment, candidates who have been admitted and have confirmed their admission are not allowed to apply for additional enrollment, unless permitted by the Head/Director of the educational institution).

Thus, if a university needs to conduct additional enrollment, it will post the additional enrollment information on the school's admission website. Candidates wishing to apply for additional enrollment can register from September 7, 2023, to December 2023.
