What are the duties of primary school students in Vietnam?

Based on Circular 28/2020/TT-BGDDT stipulating the rights and duties of primary school students in Vietnam:

[1] Duties of primary school students are stipulated in Article 34 of the Charter for Primary Schools issued together with Circular 28/2020/TT-BGDDT

- Study and train according to the educational plan and school regulations; develop the awareness of self-study, self-training for comprehensive development of qualities and abilities in accordance with the objectives of the primary education curriculum.

- Fully and effectively perform learning duties; know how to learn independently under the guidance of teachers; proactively and actively engage in experiential activities, apply learned knowledge to practical life; exercise and maintain personal hygiene.

- Be filial to parents and grandparents; respect and be polite to teachers and elders; unite, love, and help friends, younger siblings, the elderly, disabled people, and those in difficult circumstances.

- Comply with the regulations, protect school and public property; adhere to traffic safety regulations; maintain cleanliness and protect the environment.

- Contribute to activities that build, protect, and promote the traditions of the school and the locality.

[2] Rights of primary school students are stipulated in Article 35 of the Charter for Primary Schools issued together with Circular 28/2020/TT-BGDDT

- The right to education

+ Be educated and study to develop comprehensively and to maximize your potential; be allowed to study at a school that implements the primary education program conveniently accessible in your residential area.

+ Students may choose or transfer to another school outside their residential area if the school has the capacity to accept them.

+ Students of primary school age returning from abroad, children of foreigners studying or working in Vietnam, or children in difficult circumstances who have not been able to attend school, if desired, will be assessed and placed in an appropriate class by the principal.

+ Students with disabilities have the right to integrate into a primary school; to be provided with conditions necessary for learning and training; to study and be evaluated according to their individual educational plans.

+ Students may accelerate their learning, be older than the prescribed age for studying, prolong their study time, or repeat a grade.

+ Students with good physical abilities and early intellectual development may skip classes within the educational level.

+ Students with limited academic results who have been directly guided and supported by teachers, parents, or guardians but have not completed their studies may be allowed to move up or stay behind a class based on their uncompleted learning duties. The teacher will report to the principal, who will decide along with the family on suitable educational measures.

- The right to be protected, cared for, respected, and treated equally and democratically; to be ensured legitimate rights and interests; to be provided full information on personal learning and training; to be assured conditions regarding time, facilities, hygiene, and safety for learning and training.

- The right to participate in activities to develop personal abilities; to express personal opinions and desires.

- The right to receive scholarships and social benefits according to regulations.

- The right to other benefits as prescribed by law.

What is the objective of primary education in Vietnam?

Based on Article 29 of the Education Law 2019 stipulating the objective of general education:

Article 29. Objective of general education

  1. General education aims to develop learners comprehensively in ethics, intellect, physical, aesthetic, basic skills; develop personal abilities, dynamism, and creativity; form the socialist Vietnamese human character and civic responsibility; prepare learners to continue higher education, vocational education, or to engage in labor, building, and defense of the Fatherland.
  1. Primary education aims to lay the initial foundation for the development of students' ethics, intellect, physical, aesthetic, and abilities; prepare students to continue secondary education.
  1. Lower secondary education aims to consolidate and develop the results of primary education; ensure that students have foundational general education knowledge, necessary technical understanding, and vocational orientation to continue to high school or vocational education programs.

Thus, the objective of primary education is to lay the initial foundation for the development of students' ethics, intellect, physical, aesthetic abilities, and competencies; preparing students to continue pursuing lower secondary education.
