Is the homeroom teacher included in the Emulation and Commendation Council of the Center for Vocational Education and Continuing Education in Vietnam?

Pursuant to Article 10 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating members of the Disciplinary Council of Centers for Vocational Education and Continuing Education in Vietnam as follows:

Councils in the Center

1. Emulation and Reward Council

The Emulation and Commendation Council is established at the beginning of each school year to help the Center's director organize emulation movements and propose a list of rewards for officials, teachers, employees and students in the Center. The Emulation and Commendation Council is established and chaired by the Center's director. The members of the emulation and commendation council include: secretaries, party committees, deputy directors, some group leaders and homeroom teachers.

2. Disciplinary Council

a) A Student Disciplinary Council is established to review or remove discipline against students on a case-by-case basis. The Student Disciplinary Council is established and chaired by the Center's director. The members of the council include: secretaries, committees, deputy directors, some group leaders, the teachers of the class with the offending students, some experienced teachers, and the head of the committee representing parents of students of the Center (for students of high school age).

b) The Disciplinary Council for cadres, teachers and employees is established to consider and recommend disciplinary actions against cadres, teachers and employees on a case-by-case basis. The establishment, composition and operation of the cadre, teacher and employee disciplinary council shall comply with the provisions of law.

3. Advisory Council

The Advisory Council is established by the director according to the specific requirements of the job. Tasks, composition and operation time of the Advisory Council shall be prescribed by the Director of the Center. The members of the Council work on a case-by-case basis and are not paid.

Thus, the homeroom teachers with commended students will be included the Emulation and Commendation Council of the Center for Vocational Education and Continuing Education in Vietnam.

What are qualifications for teachers of the Centers for Vocational Education and Continuing Education in Vietnam?

Pursuant to Article 19 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating qualifications for teachers of the Centers for Vocational Education and Continuing Education in Vietnam as follows:

Standards and qualifications of teachers and reporters

1. Teachers teaching continuing education programs at lower secondary level and continuing education programs at upper secondary school must meet the training standards and professional title standards as prescribed as high school teachers corresponding to each educational level.

2. Teachers participating in teaching education and training programs to obtain certificates of the national education system must satisfy the conditions on professional qualifications as prescribed.

3. Reporters participating in fostering and training other educational programs of the Center must ensure the professional conditions prescribed by the Center's director.

Therefore, teachers teaching continuing education programs at lower secondary level and continuing education programs at upper secondary level must have the same training standards and professional title standards as prescribed by high school teachers corresponding to each educational level.

Teachers participating in teaching education and training programs to obtain certificates of the national education system must satisfy the conditions for professional qualifications as prescribed.

What are the duties and powers of teachers of the Centers for Vocational Education and Continuing Education in Vietnam?

Pursuant to Article 20 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating duties and powers of teachers of the Centers for Vocational Education and Continuing Education in Vietnam as follows:

(1) Teachers at the Centers have the same duties and powers as teachers at high schools.

(2) Participate in the investigation of learning needs in the area, determine the learning content, propose the organization of programs and learning forms suitable for each type of audience:

(3) Compile documents, organize the implementation of continuing education programs organized by the Centers;

(4) Participate in enrollment and illiteracy eradication and education universalization;

(5) Participate in the management of classes, joint training classes of the Center;

(6) Participate in quality assurance activities: education quality of the Center;

(7) Support professional activities at community learning centers;

(8) Give tutoring and learning support for students with disabilities.

Note: in addition to the above duties and powers, teachers working as homeroom teachers at the Centers also have the same duties and powers as teachers working as homeroom teachers at high schools.
