How much is the penalty for organizing enrollment in foreign education programs without authorization?

According to Points 4, 5, 6 of Article 8 of Decree 04/2021/ND-CP (Effective from March 10, 2021), the following provisions are stipulated:

A fine ranging from VND 40,000,000 to VND 60,000,000 shall be imposed for the act of organizing enrollment for foreign disciplines, programs, or educational programs without proper authorization.

Additional penalty: Deportation of the foreign individual committing the violation as specified in Point 4 of this Article.

Remedial measures: Compulsory transfer of enrolled students who meet the admission criteria to another eligible educational institution that is authorized to operate educational activities, or cancellation of the admission decision and refund of the fees collected to the students if the transfer is not possible as stipulated in Point 4 of this Article.

Note: The above-mentioned fines are applicable to administrative violations committed by organizations. For the same administrative violation, the fine for individuals is equal to half of that for organizations.
