Does the regulation on recognizing secondary school graduation take effect on February 15, 2024 in Vietnam?
On December 29, 2023, the Minister of Education and Training issued Circular 31/2023/TT-BGDDT on the Regulations on the Recognition of Graduation from Secondary School.
The regulations on the recognition of secondary school graduation, issued with Circular 31/2023/TT-BGDDT, will be applied to the following entities:
- Secondary schools, general education institutions with multiple levels of education including lower secondary education.
- Continuing education centers, vocational education centers for continuing education, and other educational institutions implementing the General Education Program for Secondary Education or the Continuing Education Program for Secondary Education.
- Relevant organizations and individuals.
The objectives, requirements, and bases for graduation recognition are as follows:
- The purpose of graduation recognition is to confirm the level of students who have completed the General Education Program for Secondary Education or the Continuing Education Program for Secondary Education.
- Graduation recognition must ensure accuracy, fairness, honesty, and objectivity.
- Graduation recognition is based on the results of student training and academic performance in grade 9 of the academic year.

What are regulations on the issuance of secondary school graduation certificates in Vietnam?
According to Article 9 of the Regulations on the Recognition of Graduation from Secondary School, issued with Circular 31/2023/TT-BGDDT, the issuance of secondary school graduation certificates is regulated as follows:
- Students who are recognized as having graduated from secondary school will be issued lower secondary school graduation certificates.
- The management, issuance, amendment, retrieval, and cancellation of secondary school graduation certificates will be carried out in accordance with the regulations on the management of diplomas and certificates by the Ministry of Education and Training.
Which results of student training and academic performance are the basis for the recognition of secondary school graduation in Vietnam?
According to Article 2 of the Regulations on the Recognition of Graduation from Secondary School, issued with Circular 31/2023/TT-BGDDT, the purpose, requirements, and basis for graduation recognition are as follows:

1. The purpose of graduation recognition is to confirm the level of students who have completed the General Education Program for Lower Secondary Education or the Continuing Education Program for Lower Secondary Education.
2. Graduation recognition must ensure accuracy, fairness, honesty, and objectivity.
3. Graduation recognition is based on the results of student training and academic performance in grade 9
Therefore, to determine the recognition of lower secondary school graduation, the evaluation will be based on the results of student training and academic performance in grade 9.
Who are included in the committee for recognizing secondary school graduation in Vietnam?
According to Article 7 of the Regulations on the Recognition of Graduation from Secondary School, issued with Circular 31/2023/TT-BGDDT, the committee for recognizing graduation is regulated as follows:
Committee for Graduation Recognition
1. The committee for graduation recognition (referred to as the Committee) is established by the Director of the Department of Education and Training upon the request of the educational institution. Each educational institution with students completing grade 9 in the year of graduation recognition establishes one Committee.
2. Composition, tasks, and powers of the Committee:
a) The Committee consists of a Chairperson, Vice Chairperson, Secretary, and Members. The Chairperson of the Committee is the principal, director, or head (referred to as the head) of the educational institution, or the deputy of the head of the educational institution. The Vice Chairperson of the Committee is the deputy of the head or the head of the specialized subject department of the educational institution. The Members of the Committee are teachers, including the homeroom teacher of grade 9, representatives from the school board, the Secretary of the Ho Chi Minh Communist Youth Union, or the person in charge of the Ho Chi Minh Young Pioneers Organization of the educational institution. The Secretary of the Committee is selected from among the Members of the Committee. The number of Committee members is odd, with a minimum of 7 (seven) people.
b) Tasks and powers of the Committee:
- Verify the application files for graduation recognition according to the regulations stated in Article 6 of these regulations.
- Recognize graduation for students based on the graduation recognition criteria specified in Article 4 of these regulations.
- Prepare a list of students who meet the graduation recognition requirements and submit it to the educational institution for approval by the Director of the Department of Education and Training.
- Use the official seal of the educational institution in the Committee's documents.
As regulations above, the committee for recognizing secondary school graduation includes: Chairperson, Vice Chairperson, Secretary, and Members.
- The Chairperson of the Committee is the principal, director, or head (referred to as the head) of the educational institution, or the deputy of the head of the educational institution.
- The Vice Chairperson of the Committee is the deputy of the head or the head of the specialized subject department of the educational institution.
- The Members of the Committee are teachers, including the homeroom teacher of grade 9, representatives from the school board, the Secretary of the Ho Chi Minh Communist Youth Union, or the person in charge of the Ho Chi Minh Young Pioneers Organization of the educational institution.
- The Secretary of the Committee is selected from among the Members of the Committee.
Note: Circular 31/2023/TT-BGDDT is effective from February 15, 2024.
The recognition of secondary school graduation according to Decision 11/2006/QD-BGDDT on the regulations for recognizing secondary school graduation will be implemented until the end of the 2023-2024 academic year.
