- School uniforms must be designed in a simple style, with a design suitable for the age of students and the culture of the locality, and agreed upon by the School Council and parents of students. Schools can provide samples (design, color, logo, etc.) for parents to proactively purchase for students.

- Schools must not allow any student to be denied entry to school because they do not have new uniforms.

Therefore, in the 2023-2024 school year, schools in Hanoi are not allowed to force students to buy new uniforms, and must ensure that no student is denied entry to school because they do not have new uniforms.

The Opening Ceremony for the new school year 2023-2024 will be held uniformly across the city on the morning of September 5, 2023 (Tuesday) with the following specific content:

- From 7:00 AM to 7:30 AM: Students gather and welcome first-year students.

- From 7:30 AM to 8:30 AM:

+ Raising the national flag, singing the national anthem (organized in accordance with the regulations: All delegates, staff, teachers, and students attending the flag-raising ceremony all sing the national anthem).

+ Declaration of the reason, introduction of delegates.

+ Reading the letter from the President to teachers, staff, and students on the occasion of the opening day.

+ The principal of the school declares the opening of the new school year.

+ Beating the opening bell.

+ Organizing group activities (cultural, artistic, sports, folk games, etc.).

Notes:

- The Opening Ceremony should be organized in a concise manner, with students at the center, focusing on the organization of welcoming first-year students, ensuring that it truly becomes a student's opening day.

- After the opening ceremony, the schools need to maintain the practice of singing the national anthem in the weekly opening activities, commemorative events, summary, praise, and rewards, etc. All staff, teachers, employees, and students must sing the national anthem in a solemn atmosphere, with the correct words and melody.

- For preschool education: Organize the opening ceremony in the form of a "Children's First Day of School" in a flexible and creative way with content that is appropriate for the psychological characteristics of children, in order to create a good impression, ensure the safety, health of children, and protect the environment on the first day of the new school year. The duration of the event is up to 60 minutes, the time to start picking up children and organizing is coordinated by the Department of Education and Training to be suitable for preschool children.

In addition, for the organization of the opening activities of the school year, after the Opening Ceremony, schools and educational institutions organize the opening activities of the school year.

- Starting time: From 8:45 AM to 9:30 AM on September 5, 2023.

- The school must select a reputable service provider with vehicles that meet the required technical standards for safe operation. The driver must be conscientious and have a high sense of responsibility, and must strictly comply with the regulations on traffic safety.

- The school must review the process of picking up children, managing children from their families (pick-up points) when arriving at school and during their studies at school until they are handed over to their families. This process must be tight and clear in terms of responsibility.
