Construction of Documentation for Training and Coaching Schemes at Ministries and Central Agencies from State Budget Expenditure Sources: What are the New Regulations?
Content of Expenditure from State Budget for the Development of Training Materials
Pursuant to Clause 3, Article 4 of Circular 17/2022/TT-BTC (effective from April 25, 2022) prescribing the content and expenditure levels from the state budget for the development of materials for training and workshops as follows:
- Development of materials for training and workshops; communication materials to support capacity building for staff, teachers, and key officials of associations on illiteracy eradication tasks, management tasks, operations organization at community learning centers, and inspection, evaluation, recognition/classification of "Learning Citizens", "Learning Families", "Learning Units", "Learning Communities at hamlet/village/wards/commune-level towns", "Learning Districts", and "Learning Provinces" (hereinafter referred to as learning models): Implement according to the provisions of Circular 76/2018/TT-BTC dated August 17, 2018, of the Ministry of Finance guiding content and expenditure levels for developing training programs and compiling course syllabi for higher education and vocational education.
Content of Expenditure from State Budget for Scheme Propaganda at Ministries and Central Agencies
Additionally, Clause 4, Article 4 of this Circular also stipulates the content of expenditure from the state budget for performing propaganda tasks, including:
a) Legal dissemination and education to raise the awareness and responsibility of all levels and sectors: Implement according to the provisions of Interministerial Circular 14/2014/TTLT-BTC-BTP dated January 27, 2014, of the Ministry of Finance and the Ministry of Justice, which stipulates the estimation, management, use, and settlement of state budget funds for legal dissemination, education, and legal accessibility standards for people at the grassroots (hereinafter referred to as Interministerial Circular 14/2014/TTLT-BTC-BTP);
b) Production of radio, television programs, issuance of publications, communication products, and materials serving propaganda activities: Heads of agencies and units assigned tasks decide on the selection of content and forms of publications, communication products based on the assigned budget estimates and perform according to the bidding or ordering method in accordance with current legal provisions;
c) Organizing consultation activities, communication, forums on learning models, lifelong learning, and building a learning society: Implement according to the provisions of Circular 40/2017/TT-BTC.
