On December 25, 2024, the Minister of Education and Training issued Circular 25/2024/TT-BGDDT stipulating the content of reporting statistics policies in the education sector for collecting statistical information within the national statistical indicator system assigned to the Ministry of Education and Training, the education sector statistical indicator system, and aggregating other statistical information to serve the management needs of the sector and fields.
Circular 25/2024/TT-BGDDT takes effect from February 9, 2025, and applies to agencies and organizations implementing reporting statistics policies in the education sector, including: Departments of Education and Training of provinces, cities under central authority, universities, academies, colleges, institutions offering higher education (bachelor's, master's, doctoral levels), pedagogical colleges, colleges with early childhood education programs, university preparatory schools, and other related organizations and individuals.
Higher education institutions under the Ministry of National Defense, the Ministry of Public Security do not apply the regulations of Circular 25/2024/TT-BGDDT.

What are the contents of the policies on reporting educational statistics in Vietnam?
Article 3 of Circular 25/2024/TT-BGDDT stipulates the content of reporting statistics policies in the education sector includes: Purpose, scope of statistics, applicable entities, reporting units, receiving units, report symbols, reporting period, report receipt deadline, method of sending reports, and report form list along with explanations for statistical reporting forms. Specifically as follows:
[1] Purpose
The reporting statistics regime in the education sector applies to agencies and units to collect statistical information that meets the requirements for compiling the national statistical indicator system assigned to the Ministry of Education and Training, the education sector’s statistical indicator system, and aggregating other statistical information for sectoral and field management needs.
[2] Scope of Statistics
The report data in the form system falls within the management scope of agencies and units responsible for organizing collection and aggregation of statistical information, including statistical information of subordinate units and those under management.
[3] Applicable Entities
Entities implementing reporting statistics policies in the education sector include: Departments of Education and Training of provinces, cities under central authority, universities, academies, institutions offering higher education (bachelor's, master's, doctoral levels), pedagogical colleges, colleges with early childhood education programs, university preparatory schools (hereinafter referred to as entities), and other related organizations and individuals.
[4] Reporting Unit
The reporting unit is the agency or unit specifically noted at the upper right corner of each statistical report form.
[5] Receiving Unit
The receiving unit is the Ministry of Education and Training, noted specifically at the upper right corner beneath the reporting unit line of each statistical report form.
[6] Report Symbols
Report symbols comprise two parts: numeric and alphabetic. The numeric part is numbered in order of reports, and the alphabetic part is represented in capitalized abbreviations, specifically: The first group of letters indicates the reporting period (beginning of the academic year - BN, end of the academic year - EN, academic year - AN), the second group reflects the report's statistical indicator group.
[7] Reporting Period and Reporting Deadline
- The statistical reporting period is a specified time in which agencies and units must present activity results using figures according to criteria in the statistical report forms. The education sector’s statistical reporting period is calculated according to the academic year and specifically noted beneath the title of each statistical report form.
- The report receipt deadline is noted specifically at the upper left corner of each statistical report form.
- Regular statistical reports: The education statistical report period is calculated by the academic year and reporting deadlines:
+ Early childhood education, general education, continuing education, and special education statistics are reported twice a year:
++ Beginning of the academic year report: Reporting on September 30, submission deadline is October 30.
++ End of the academic year report: Reporting on May 31, submission deadline is June 30.
+ Higher education, early childhood education at college level, and university preparatory statistics are reported once a year: Reporting on December 31, submission deadline is January 31 of the following year.

[8] Method of Drafting and Submitting Reports
Statistical reports are drafted on the education sector database software system at the addresses https://csdl.moet.gov.vn and https://hemis.moet.gov.vn. Agencies and units extract statistical reports from the sector's database software into electronic reports (authenticated by the Head’s digital signature) or print paper copies (signed by the Head, stamped) and submit them according to the time specified on each form.

What are the levels of policies for statistical reporting in Vietnam?
Based on Article 40 of the Statistics Law 2015, the reporting statistics policies are stipulated as follows:
Article 40. Reporting Statistics Regime
- The reporting statistics regime includes:
a) National reporting statistics regime;
b) Reporting statistics regime of ministries and central authorities.
- The content of reporting statistics policies includes purpose, scope of statistics, applicable entities, reporting unit, receiving unit, report symbol, reporting period, report receipt deadline, method of sending reports, and attached report forms with specific explanations.
The levels of reporting statistics policies include:
- The national reporting statistics regime is implemented to collect statistical information under the national statistical indicator system.
- The reporting statistics regime of ministries and central authorities is implemented to collect statistical information under the national statistical indicator system, the indicator systems of ministries and central authorities, provincial and district-level systems, and aggregate other statistical information to serve sector and field management needs.
