Hello, I am a student studying and boarding at a public high school. My dorm room is not fully furnished, so I can buy things from outside to renovate the room, but when the management checked, they said I was not allowed to renovate, so may I ask if I can renovate the room? If I discover a fight at the boarding house, who should I report? Please answer.

Pursuant to Article 7 of the Regulations on student affairs and boarding students in educational establishments of the national education system issued together with Circular 27/2011/TT-BGDDT stipulating acts that boarding students are not allowed to do as follows:
1. Renovate the room, change or arbitrarily move equipment in the room; causing disorder, security, and environmental sanitation; Writie, draw, and shield spoils the aesthetics of the room and common area of the boarding house.
2. Transfer or sublease the boarding contract signed with the school or Boarding Management Board.
3. Arbitrarily bring strangers into the dormitory's room without permission from the dormitory management board.
4. Produce, store, use, trade, transport, disperse weapons, inflammable and explosive substances, toxic chemicals, drugs and drug products, documents, publications, films, reactionary and depraved information and other prohibited materials according to State regulations; Organize or participate in gambling or prostitution in any form.
5. Spread superstitious activities, religious activities and other prohibited behaviors in the boarding area.
Thus, boarding students in public high schools are not allowed to renovate rooms, change or arbitrarily move equipment in the room. The management reminds you that this is in accordance with the law in Vietnam. You can report room renovation issues to the Management Board for advice.

Who can boarding students report to when they discover a fight in the dormitory to resolve it in Vietnam?
According to Article 6 of the Regulations on student affairs and boarding students in educational establishments of the national education system issued together with Circular 27/2011/TT-BGDDT regulating obligations of students and boarding students as follows:
1. Register temporary residence in accordance with the current Law on Residence. If they are absent from the boarding house for more than 1 day, they must notify the Boarding House Management Board.
2. Comply with the regulations of the boarding area regarding receiving guests in the room, self-study hours, and organizing cultural and artistic activities, without affecting the learning and activities of other students in the room and boarding area. Unite to implement a civilized and cultural lifestyle in the boarding area.
3. Save electricity, water, prevent fire and explosion, be conscious of preserving and protecting common property in the boarding area.
4. Pay boarding fees in full and on time as stipulated in the contract.
5. If they damage or lose property of the boarding area, they must compensate according to the regulations of the Boarding House Management Board.
6. Timely reflect incidents occurring in the boarding area related to students violating rules and regulations and legitimate suggestions and recommendations to the Boarding House Management Board.
7. Actively participate in cultural activities, arts, sports, drug prevention, crime prevention and social evils, and other activities organized by the school or boarding area management board. organization; Actively participate in building a civilized, clean, beautiful and safe boarding area.
According to this Article, if you discover a fight in the dormitory, you can report it to the Boarding Management Board so they can promptly resolve it according to regulations in Vietnam.
What rights do boarding students have in Vietnam?
In Article 5 of the Regulations on student affairs and boarding students in educational establishments of the national education system issued together with Circular 27/2011/TT-BGDDT stipulates rights of students and boarding students as follows:
1. Be respected and treated equally; to stay and use equipment in the boarding area according to the boarding contract signed with the school (or the Head of the Boarding Management Board) to serve learning and living.
2. Participate in activities serving cultural and spiritual life organized by the school in the boarding area.
3. Security, order, safety and environmental hygiene are guaranteed in the boarding area.
4. Recommend to the Head of the Boarding House Management Board and the school solutions to contribute to building a civilized, clean, beautiful, and safe boarding house; to express wishes and complaints to the head of the school's boarding area management board to resolve issues related to the legitimate rights and interests of students in the boarding area.
Thus, boarding students at schools belonging to the national education system have the rights specified above in Vietnam.
