a) The registration dossier includes:
- 02 photos sized 4cm × 6cm taken no more than 06 months before the registration date, with the participant's name and date of birth written on the back;
- A photocopy of one of the following valid identification documents: identity card, passport, citizen identification card, student card (for primary or secondary school student exam participants);
- Registration form for assessing foreign language proficiency according to the 6-level foreign language competency framework for Vietnam (including information on name, date of birth, number and issuance date of valid ID, time, place, level of proficiency registered for the exam, and other necessary information).

For organizing the assessment of foreign language proficiency according to test formats from level 1 to level 6 of the 6-level foreign language competency framework for Vietnam:
- Higher education institutions offering foreign language or foreign language pedagogy programs.
- Public service units assigned the task of organizing foreign language proficiency assessments.
For organizing the assessment of foreign language proficiency according to test formats from level 1 to level 3 of the 6-level foreign language competency framework for Vietnam (for high school students):
- Continuing Education Centers;
- Vocational Education - Continuing Education Centers;
- Foreign Language Centers;
- Information Technology - Foreign Language Centers.
Note: Centers organizing the assessment of foreign language proficiency according to test formats from level 1 to level 3 of the 6-level foreign language competency framework for Vietnam (for high school students) must be established by the decision of the Provincial People's Committee Chair or the Director of the Department of Education and Training.

The 6-level foreign language competency framework for Vietnam is used for the following specific purposes:
- Serving as a unified basis for proficiency requirements for all foreign languages taught in the national education system.
- Serving as a basis for developing programs, compiling or selecting textbooks, teaching plan, other foreign language teaching materials, and establishing criteria for testing, assessments at different levels of education and training, ensuring interconnectedness in foreign language education across levels and training stages.
- Providing a basis for teachers, lecturers to select and implement content, teaching methods, testing, and assessment to help learners meet program requirements.
- Assisting learners in understanding the content and requirements for each level of foreign language proficiency and self-assessing their competence.
- Facilitating cooperation, educational exchange, recognition of diplomas, and certificates with countries applying the Common European Framework of Reference (CEFR).
