Currently, there are no detailed guidelines on the enrollment procedure for Grade 10 from the Ministry of Education and Training. Depending on the actual situation of each locality, specific regulations will apply. For instance, in Hanoi, the Grade 10 enrollment procedure is stipulated in Official Dispatch 1006/SGDDT-QLT of 2024 by the Department of Education and Training. To be specific:

According to Section 2 of Appendix 5 issued with Official Dispatch 1006/SGDDT-QLT of 2024, the Hanoi Department of Education and Training guides the Grade 10 enrollment procedure as follows:

Step 1: Preparation for Enrollment

When carrying out the enrollment procedure for Grade 10, parents and students need to recheck the exam results to know which school the student has passed into, and check the enrollment time and document receipt procedure. This information will be openly announced at each high school, vocational and continuing education center.

Parents prepare the enrollment documents for Grade 10 as per the school’s regulations.

Step 2: Submission of Documents

Students who meet the entrance requirements, have confirmed their enrollment, or are additionally admitted must submit the complete enrollment documents and Enrollment Confirmation at the high school, vocational and continuing education center, vocational training institutions that enroll junior high school graduates within the stipulated time.

If the deadline is missed, the school will not list the student's name in the successful candidates list.

Step 3: Document Reception

- High schools, vocational and continuing education centers, vocational training institutions that enroll junior high school graduates must check the student’s documents to ensure they are complete and valid before accepting them.

When receiving the student's enrollment documents, the admission officer must carefully check the documents, especially the consistency of the student’s personal information such as:

Name, date of birth, birthplace, etc., in the Birth Certificate, Junior High School Report Card, Temporary Junior High School Graduation Certificate, Admission Exam Score Report, data from the electronic scoreboard (if any), etc.

- If the information is consistent, the document receiver must note on the back of the Birth Certificate copy: "Checked against Birth Certificate and other documents" and then sign and clearly write their name, President of the Admission Council sign and seal for confirmation.

This verified Birth Certificate copy will serve as the basis for recording in the study record, diploma issuance for the student later.

Step 4: Announcing Enrollment and Class Lists

High schools are not allowed to conduct tests to divide classes. The distribution of students into classes must ensure the number of students per class as per the School Regulations, and absolutely do not let the number of students vary greatly among classes.

Based on Article 6 of the Admission Regulations for Junior High Schools and High Schools issued with Circular 11/2014/TT-BGDDT, which has phrases annulled by Article 2 of Circular 05/2018/TT-BGDDT, the required admission documents are as follows:

  1. A valid copy of the Birth Certificate.

  2. The Junior High School Diploma or Temporary Junior High School Graduation Certificate or a copy of the Junior High School Diploma.

  3. Junior High School Report Card.

  4. Confirmation of preferential policies issued by a competent authority (if any).

  5. Confirmation by the commune-level People's Committee (for those who graduated from junior high school in previous academic years) that the applicant is not serving a prison sentence, not under non-custodial reform, or not violating the law.

Who Decides the Enrollment Period for Grade 10 for the Academic Year 2024-2025?

According to Article 10 of the Admission Regulations for Junior High Schools and High Schools issued with Circular 11/2014/TT-BGDDT, which has phrases annulled by Article 2 of Circular 05/2018/TT-BGDDT, the responsibility of the Department of Education and Training is specified as follows:

Responsibilities of the Department of Education and Training

  1. Develop the admission plan, submit it to the Provincial People's Committee for approval, including the main contents: area, method, target, preferential policies, organization of high school admission.

For localities choosing the exam method or combining the exam method with the selection method, the following contents need to be added:

a) Exam subjects, exam question setting, exam format, exam duration, exam score coefficient, additional points;

  4. Store admission documents as per legal regulations.

  5. Conduct periodic, annual, and ad-hoc statistical reports on the admission work with the provincial People’s Committee and the Ministry of Education and Training.

The enrollment period for Grade 10 for the academic year 2024-2025 is usually announced in the admission plan developed by the Department of Education and Training and approved by the Provincial People's Committee.
