What are the standards of the President of the Vietnam Bar Federation?

Clause 2, Article 10 of the Charter of the Vietnam Bar Federation (attached to Decision 856/QD-TTg in 2022) stipulates the following contents:

2. The President of the Vietnam Bar Federation must meet the following standards:

a) Be loyal to the Fatherland, in compliance with the Constitution of the Socialist Republic of Vietnam;

b) Possess a firm political stance, exemplary in adhering to the law, the Charter of the Federation, and the Code of Ethics and Professional Conduct for Vietnamese Lawyers;

c) Be knowledgeable about law, judicial activities, and the legal profession;

d) Have leadership and management capabilities at a macro level;

dd) Have prestige and the ability to unite and gather the lawyer community;

e) Have foresight, decisiveness, and be willing to take responsibility;

g) Be able to develop and maintain close relationships with the Communist Party of Vietnam, State agencies, the Fatherland Front, judicial bodies, and mass organizations at central and local levels.

Lawyers who fall under any of the cases specified in Clause 3, Article 7 of this Charter are not eligible to run for the position of President of the Vietnam Bar Federation.

What are the duties and powers of the President of the Vietnam Bar Federation?

Clause 3, Article 10 of the Charter of the Vietnam Bar Federation (attached to Decision 856/QD-TTg in 2022) stipulates the following contents:

3. The President of the Vietnam Bar Federation has the following duties and powers:

a) Act as the legal representative of the Federation before the law;

b) Serve as the account holder of the Federation;

c) Be responsible to the National Congress of Bar Delegates and the National Bar Council for the activities of the Federation;

d) Manage and assign tasks to organize the implementation of resolutions and decisions of the National Congress of Bar Delegates, the National Bar Council, the Federation's Standing Committee, and oversee all activities of the Federation;

dd) Preside over meetings of the National Bar Council, the Federation's Standing Committee, the Standing Federation; sign resolutions and decisions of the National Bar Council, the Federation's Standing Committee after approval by the National Bar Council or the Federation's Standing Committee;

e) Strictly adhere to democratic, collective working principles, and majority decisions while performing the duties and powers of the President of the Federation;

g) Other duties and powers as stipulated by this Charter.
