Can a citizen ID card with a corner cut be used as a basis for certifying copies?

According to Article 22 of Decree 23/2015/ND-CP, the original documents and texts that cannot be used as a basis for certifying copies are specified as follows:

  1. The original is erased, edited, added, or removed illicit content.

2. The original is damaged, decayed, or its contents cannot be determined.

  1. The original bears a confidentiality seal from an authorized agency or organization, or does not bear the seal but clearly marks it as not to be copied.

  2. The original contains illegal content, violates social morals; propagates or incites war, opposes the socialist policies of Vietnam; distorts Vietnamese history; offends the honor, dignity, and reputation of individuals or organizations; violates citizens' rights.

  3. The original issued, notarized, or certified by a foreign agency or organization has not been legalized according to Clause 1, Article 20 of this Decree.

  4. Documents or texts independently created by individuals without confirmation and seal from an authorized agency or organization.

Based on current regulations, a citizen ID card with a corner cut can be considered as a damaged original. Therefore, it cannot be used as a basis for certifying copies.

In which cases is the certification time for copies from originals extended?

According to Article 21 of Decree 23/2015/ND-CP, the extension of certification time for copies from the originals is regulated as follows:

In cases where there is a simultaneous request to certify copies from multiple types of original documents and texts; the original has multiple pages; requires a large number of copies; the content of the documents and texts is complex and difficult to verify, and the certifying agency or organization cannot meet the deadline specified in Article 7 of this Decree, the certification time may be extended by no more than 02 (two) working days or longer according to a written agreement with the requester.

Thus, when there is a simultaneous request to certify copies from multiple types of original documents and texts; the original has multiple pages; requires a large number of copies; the content of the documents and texts is complex and difficult to verify, the certification time for copies from originals can be extended.
